“Having worked for many years in the Ministry of Industry and Information Technology, I interacted daily with manufacturing enterprises, so during this critical period of epidemic prevention and control, I was even better able to appreciate the myriad challenges these companies face in their operations and their specific needs.” Despite being mentally prepared for the difficulties, Wang Lijie was nonetheless confronted with a host of thorny problems as soon as he assumed office on January 29.

Abidor Hydrochloride Capsules are the flagship antiviral product of Shisi Pharmaceutical. Following the outbreak of COVID-19, these capsules were included on the emergency drug reserve lists of more than 20 provinces. Despite ramping up production to meet the rapidly growing demand for emergency medicines, Shisi Pharmaceutical still struggled to ensure adequate supply. A new challenge then emerged: due to upstream supply-chain constraints, two key raw materials required for Abidor production were in short supply. One supplier is located in Jiujiang, Jiangxi Province, and the other in Wuhan, a severely affected epicenter; without these critical inputs, continuous manufacturing is impossible, putting the company on the brink of a production halt. This left all employees at Shisi Pharmaceutical deeply stumped and at a loss as to how to proceed.

Just at that moment, the arrival of the special envoy from the Provincial Department of Industry and Information Technology came like a much-needed rain, giving the employees of Siyao a glimmer of hope.

Without unnecessary pleasantries or formalities, Wang Lijie immediately listened to a briefing from Wu Hengyao, General Manager of Shisi Pharmaceutical, and other company officials on the factors hindering the production of emergency medicines. He asked detailed questions about every step of the process, meticulously recorded the information in his work log, and promptly picked up the phone to deliver a verbal report to the principal leaders of the Provincial Department of Industry and Information Technology.

Given that the issue of raw-material transportation involves coordination and collaboration among multiple departments, we acted without delay and immediately arranged for the enterprise to urgently draft a request for instructions on the matter.

“The Provincial Department of Industry and Information Technology has been an enormous help!” The very next day, the situation finally began to turn around. The request was promptly submitted to the provincial authorities. The Provincial Public Security Department and the Provincial Department of Industry and Information Technology immediately dispatched a dedicated task force to provide proactive support, liaising with relevant provinces to facilitate the resumption of production at upstream suppliers and coordinating with沿途 provinces to secure the necessary assistance. On the afternoon of February 6, the raw materials that the staff of Siyao had been eagerly awaiting finally arrived at the factory.

These are precisely the tasks we are duty-bound to perform—especially at this critical moment in the fight against the epidemic.” Faced with such praise from all levels of Sihao Pharmaceutical, Wang Lijie replied calmly.

The next day, just as the issue with the supply of arbidol raw materials had been resolved, another problem arose: the supply of packaging materials needed for production in the disinfectant workshop was now in crisis. “Most of the suppliers of auxiliary materials—such as bottles, spray pump heads, plastic-sealed bags, and labels—had already suspended production and gone on holiday before the Spring Festival, leaving us with an acute shortage of materials. Our procurement team hasn’t been able to come up with any effective solutions,” Han Shuqin, Vice General Manager in charge of production at Shisi Pharmaceutical, said to him anxiously.

“Everything can be put on hold, but during the most critical phase of the epidemic, we must never stop ensuring the health needs of the people! Producing one more bottle means one more layer of protection for everyone’s health and one more boost to public confidence.”

At this critical juncture—during the Spring Festival and amid ongoing COVID-19 prevention and control efforts—most of Sinyao Disinfectant’s existing suppliers were either shut down or operating at a standstill. Even those capable of production were unable to resume normal operations due to the difficulty of quickly recalling their workforce. Wang Lijie compiled a detailed list and, leveraging every possible channel, worked tirelessly with businesses to engage directly with individual factory owners, striving to secure supply sources. The head of a plastic-bottle manufacturer in Cangzhou was deeply moved by Wang’s dedication and commitment, remarking: “With the provincial Department of Industry and Information Technology making such concerted efforts, we will surely overcome these challenges and resume deliveries to our customers as soon as possible.” With the issue finally resolved, Wang Lijie felt a profound sense of relief. By the time he stepped out of Sinyao’s gates, it was nearly 8:30 p.m.

Since the onset of the pandemic, Shijiazhuang Sihua Pharmaceutical has supplied substantial quantities of emergency relief medications to front-line epidemic control units; most of these products are part of national emergency stockpiles. “During this extraordinary period, transporting supplies to hospitals and pharmaceutical distribution companies on the front lines has required obtaining road travel permits almost every day. By February 18, we had coordinated the issuance of more than 160 such permits, effectively ensuring the steady supply of emergency medical resources,” said Wang Lijie.

“Over these three weeks, we have identified and coordinated more than 40 issues—almost every day brought new matters requiring our attention. The pharmaceutical industry has worked incredibly hard, which deeply moves us, and it is our solemn duty to further enhance our services.”

At 6 p.m. on February 18, just as he was about to finish work, Han Shuqin approached Wang Lijie: “The supply of disposable medical masks for workshop workers is once again running low. The 80,000 masks we coordinated last time are unlikely to last more than two days. With nearly 3,000 employees reporting for work each day, the market simply can’t provide that many masks all at once. Could you please try to arrange another round of coordination?”

“All right! I’ll immediately report to the bureau and arrange for some emergency assistance to be coordinated first.”…

According to reports, following the outbreak, the Hebei Provincial Department of Industry and Information Technology dispatched a number of bureau-level officials during the Spring Festival to station at 23 key enterprises, coordinating efforts to secure essential inputs such as raw material supplies, financing, and labor, thereby precisely addressing the challenges these enterprises were facing.
