On the afternoon of February 19, immediately after the announcement that arbidol had been included in the National Health Commission’s “Diagnosis and Treatment Protocol for Novel Coronavirus Pneumonia (Trial Version 6),” the Medical Supplies Guarantee Group under the State Council Joint Prevention and Control Mechanism for the Novel Coronavirus Pneumonia Epidemic—acting on behalf of the group’s Materials Assurance Team—issued an emergency tasking order to Shijiazhuang Sihua Pharmaceutical Co., Ltd. at 6:00 p.m. that same day, requesting the company to deliver, in batches by February 26, a total of 50,000 boxes of arbidol hydrochloride capsules (12 capsules per box) to Hubei Province to address the region’s urgent needs for epidemic prevention and control supplies.
Upon receiving the urgent task assignment order, Qu Jiguang, Chairman of the Board of Shisi Pharmaceutical Group, immediately stated that the company would fully and faithfully implement the requirements of the national mandate and spare no effort to ensure the supply of epidemic prevention and control materials to Hubei Province. “Supporting Hubei is the responsibility that our pharmaceutical enterprise must shoulder. We will certainly respond promptly to the urgent needs of Hubei and the nation, accelerate production, and do our utmost to deliver this batch of medicines to Hubei as soon as possible.”
This edition of the National COVID-19 Diagnosis and Treatment Protocol has added chloroquine phosphate and arbidol to the antiviral treatment regimen. As soon as the news was released, Shijiazhuang No. 4 Pharmaceutical Co., Ltd. was inundated with calls from across the country requesting additional supplies of its arbidol products.

Stepping into the oral dosage-form production workshop of Shijiazhuang Sihua Pharmaceutical in the Shijiazhuang High-tech Industrial Development Zone, one sees 150 employees working diligently along the production lines. “From raw-material preparation to formulation, tableting, coating, coloration, quality inspection, and finally packing and warehousing—there are more than a dozen process steps—and our staff operate on shift schedules so that while people take breaks, the equipment keeps running,” said Wu Hengyao, General Manager of Shijiazhuang Sihua Pharmaceutical. To ensure uninterrupted production, the company dispatches dedicated vehicles for the procurement and delivery of raw and auxiliary materials; and to guarantee smooth logistics, it both organizes its own dedicated transport services and collaborates closely with logistics enterprises, thereby ensuring that medicines are delivered as quickly as possible to front-line epidemic-control areas such as Hubei Province.
“Currently, regions across the country are continuously increasing their supply plans for Arbidol hydrochloride capsules. At present, daily production is nearing 1 million capsules, nearly doubling the usual level.”
From January 25 to February 18, Shisi Pharmaceutical has cumulatively shipped 1.5 million capsules of the antiviral drug arbidol hydrochloride to Hubei Province, including 1.1 million capsules destined for Wuhan.
Shijiazhuang No.4 Pharmaceutical is one of the earliest pharmaceutical companies in China to conduct research and development on arbidol. Dr. Sun Lijie, Director of the Shisi Pharmaceutical Research Institute, stated that Arbidol is primarily used to treat upper respiratory tract infections caused by influenza A and B viruses, among others. The inclusion of arbidol in the Diagnosis and Treatment Protocol for Novel Coronavirus Pneumonia (Trial Version 6) has further strengthened their resolve to accelerate research on this drug, with the aim of maximizing its clinical value.
In addition to the busy Abidor capsule production line in the oral dosage-form workshop at Shijiazhuang No. 4 Pharmaceutical, the moxifloxacin hydrochloride sodium chloride injection and the new-concept disinfectant production lines have also been operating continuously since January 24. Following the Spring Festival, the plastic-bottle, stand-up pouch, and flexible-bag infusion production lines were successively brought online, with more than 3,000 employees working tirelessly on the front lines of epidemic prevention and control production.
Shijiazhuang No. 4 Pharmaceutical is currently accelerating piling and earthworks at the New-Formulation and Biopharmaceutical Industrial Park in the Shijiazhuang Economic and Technological Development Zone, in preparation for the full-scale commencement of construction in March. At present, the company is doing everything possible to overcome challenges and is coordinating epidemic prevention and control with production, R&D, marketing, and project development. With a sense of urgency and determination to make the most of every moment, Shijiazhuang No. 4 Pharmaceutical is advancing innovation, green practices, and high-quality development, striving to deliver strong performance in the first quarter and to achieve dual victories in both epidemic control and socio-economic development.
