On the morning of February 26, Xing Guohui, a member of the Standing Committee of the Provincial Party Committee and Secretary of the Municipal Party Committee, conducted an inspection and research visit to assess labor and employment safeguards at enterprises resuming work and production. During the visit, he listened to the staffing needs of three companies, including Shijiazhuang Sihua Pharmaceutical Co., Ltd., solicited extensive opinions and suggestions from all stakeholders, and put forward specific guiding recommendations. He emphasized the need to thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches, conscientiously carry out the requirements of the provincial conference on coordinated efforts to control and prevent COVID-19 while promoting economic and social development, and adopt a dual-pronged approach that gives equal weight to both epidemic prevention and economic recovery. While maintaining rigorous epidemic control measures, it is essential to proactively align with enterprise needs, deliver targeted services, resolve labor-related challenges, and significantly boost the rates of resumption of work and full production, thereby laying a solid foundation for the city’s economic and social development.

Xing Guohui and his delegation conducted a field inspection of the Qiaoxi Park of the Shijiazhuang Human Resources Service Industrial Park, gaining a detailed understanding of the park’s development progress and the operation of the public service platform for facilitating rural labor migration and employment. Subsequently, Xing Guohui chaired a briefing and symposium, heard reports on labor and employment safeguards at enterprises across the city that have resumed work and production, and addressed employment-related challenges on the spot.

Xing Guohui pointed out that epidemic prevention and control is currently at the most challenging and critical stage, and that economic and social development faces arduous and heavy tasks. All levels and departments must earnestly implement the spirit of General Secretary Xi Jinping’s important speeches, fully carry out the arrangements and requirements of the Provincial Party Committee and the Provincial Government, coordinate and advance epidemic prevention and control with economic and social development, and, in accordance with the requirements for differentiated, tiered, and targeted prevention and control, vigorously promote the resumption of work and full production at enterprises to provide support for the city’s economic and social development.

Xing Guohui emphasized the need to conduct a comprehensive survey of the employment situation, carry out in-depth investigations at enterprises to ascertain the return-to-work status of veteran employees, the onboarding of new hires, and current labor demand, and establish a foundational ledger for tracking employment needs. All counties (cities and districts) are required to fulfill their local responsibilities by compiling and submitting daily updates to this ledger and strengthening dynamic management. Relevant departments should set up dedicated task forces to provide proactive, front-line services, enhance coordination and dispatch, and promptly assist enterprises in resolving labor-related issues. Enterprises, in turn, must bolster their internal drive; on the basis of effectively addressing labor shortages, they should actively fulfill their social responsibilities, take initiative, fully resume work and production, operate at full capacity, and make greater contributions to the city’s economic and social development. Furthermore, performance assessments of enterprises’ achievement of full production capacity and efficiency must be strengthened, with clearly defined assessment criteria and rigorous implementation, to promote increased output and improved efficiency.

Xing Guohui emphasized the need to strike a balance between addressing short-term labor shortages and ensuring long-term employment stability, by expanding employment channels, promoting flexible work arrangements, and strengthening employment safeguards. Particular attention should be paid to helping key groups—such as impoverished populations and college graduates—secure jobs, thereby firmly safeguarding the fundamentals of employment. Policy support must be strengthened by studying and drawing on best practices from other regions, closely aligning with the actual needs of enterprises, and introducing more people-oriented support measures to do everything possible to alleviate businesses’ difficulties. At the same time, stringent prevention and control measures must be rigorously implemented, including mandatory return-to-work reporting, temperature screening, and disinfection protocols, as well as measures such as staggered meal times and zone-based operations, to effectively reduce crowd gatherings and resolutely prevent the importation and spread of the epidemic.
