Shisi Pharmaceutical: Balancing Prevention and Control with Business Operations to Strive for a Strong Start in the First Quarter

On February 22, the construction site of the New-Formulation and Biopharmaceutical Industrial Park project at Shijiazhuang Sihua Pharmaceutical Co., Ltd. in the Shijiazhuang Economic and Technological Development Zone was bustling with activity, as more than a dozen bulldozers, excavators, and piling and earth-moving machines roared to life.

Su Xuejun, Chairman of Shisi Pharmaceutical, stated: “The new formulation and biopharmaceutical industrial park project will be fully launched. This initiative represents a strategic move by Shisi Pharmaceutical to accelerate development and drive a transformation of its growth drivers. A number of innovative drugs and high-end generic medications with strong market competitiveness will be established at this site, and once the project is completed and reaches full production capacity, the Group’s sales revenue is expected to surpass RMB 10 billion.”

Over the past few days, Shisi Pharmaceutical has simultaneously implemented a range of measures—including epidemic prevention and control, scientific production scheduling, transportation support, pharmaceutical R&D, and project construction—to ensure that both epidemic control and business development proceed without compromise. To date, all manufacturing facilities under Shisi Pharmaceutical have resumed operations, with the company striving for a strong start to the first quarter.

“These days, entry into the factory, meal times, and return to the staff dormitories for rest are all subject to extremely strict controls,” said Lü Wencong, a single employee at Shisi Pharmaceutical. “Employees have their temperature checked three times—upon entering the factory, upon entering the workshop, and upon returning to the dormitory—disinfect their hands before taking their assigned workstations, eat at staggered times, and receive a new mask once a week... This comprehensive set of protective measures provides robust safeguards.”

Wu Hengyao, General Manager of Shisi Pharmaceutical, stated that during epidemic prevention and control, the company implemented grid-based management to establish a robust defense for the health and safety of its employees. A total of more than 4,500 registered employees were screened, and the comprehensive, interwoven grid system ensured that no blind spots or omissions occurred in management.

Zhang Guozhen, Deputy General Manager in charge of marketing at Shisi Pharmaceutical, stated: “While ensuring the supply to frontline epidemic-control efforts, more than 400 of our sales personnel have now returned to their workplaces—except for a few regions where control measures are still in place—and are leveraging an ‘Internet Plus’ contactless model to align with customer needs, proactively serve the market, and ensure that all business operations proceed smoothly and in an orderly manner.”

Following the outbreak, frontline epidemic control efforts in Hubei and other regions were in urgent need of antiviral and antibacterial medications, prompting Shisi Pharmaceutical to fully activate its abidor hydrochloride production line on New Year’s Eve. The company promptly suspended production on several minor infusion lines, reallocated its core workforce, and prioritized ramping up output of urgently needed clinical drugs. It also established a “health code” system for employees and issued green travel passes, creating favorable conditions for staff to work overtime and maintain continuous production. Key production positions operated around the clock, with machines running nonstop to ensure full-scale manufacturing. To date, production of moxifloxacin hydrochloride sodium chloride injection and various basic intravenous solutions has been steadily scaled up, while capacity for abidor hydrochloride capsules has also been rapidly expanded.

During this extraordinary time in the fight against the epidemic, and in response to the urgent medication needs on the front lines, Shisi Pharmaceutical has made every effort to ensure the timely transportation of both emergency drugs and routine market supplies, thereby maintaining an uninterrupted supply of products. On the eve of the Spring Festival, Shisi Pharmaceutical’s sales personnel responsible for the Wuhan region promptly coordinated with local pharmaceutical distributors and medical institutions, while a deputy general manager in charge of operations remained stationed in Hubei to oversee operations, closely monitor demand trends, and arrange for the immediate delivery and donation of clinical emergency medications. On January 25 and January 27, a total of 230,000 bags (or bottles) of moxifloxacin hydrochloride sodium chloride injection and basic intravenous fluids were successively dispatched to Wuhan and Enshi in Hubei Province. Following a donation of RMB 2 million worth of moxifloxacin hydrochloride sodium chloride injection to designated hospitals in Wuhan on January 27, on February 14 the company further donated RMB 150,000 worth of moxifloxacin hydrochloride sodium chloride injection and other emergency relief medicines to the Shennongjia Forestry District, which is receiving paired support from Hebei Province. With the completion of Huoshenshan Hospital and Leishenshan Hospital in Wuhan and the commissioning of eight makeshift hospitals, 6,000 boxes containing 72,000 capsules of arbidol hydrochloride were promptly delivered to the “Two Mountains” hospitals. In early February, through participation in Hubei’s centralized procurement of emergency medicines, 400 units comprising 32,000 bottles of levofloxacin lactate sodium chloride injection were allocated to eight makeshift hospitals to support clinical treatment. On February 19, upon receiving the national emergency directive to dispatch 125 units—totaling 600,000 capsules—of arbidol hydrochloride, Shisi Pharmaceutical managed to deliver the entire shipment to Wuhan in less than 39 hours.

Since late January, Shisi Pharmaceutical has cumulatively dispatched more than 1,000 truckloads of products nationwide, including 25 truckloads to Hubei Province. The company has also made seven emergency shipments to Hubei, delivering 2.48 million capsules of arbidol hydrochloride and 370,000 vials (bags) of therapeutic intravenous solutions such as moxifloxacin hydrochloride sodium chloride injection.

While providing support to frontline efforts, the company is also accelerating research and development innovation. More than 310 pharmaceutical R&D personnel at Shisi Pharmaceutical were among the first employees to return to work. On January 29, as soon as they resumed work, they promptly initiated project approvals for novel coronavirus–related and anti-cancer innovative drugs, while simultaneously carrying out follow-up studies on antiviral and antibiotic agents such as arbidol hydrochloride and moxifloxacin hydrochloride, as well as conducting bioequivalence evaluations for generic versions of these drugs. “On average, everyone works more than ten hours a day, racing against time and leaving no minute to waste. This is not only essential for combating the epidemic but also a critical requirement for the company’s long-term development,” said Sun Lijie, Director of the Shisi Pharmaceutical Research Institute.
