The bureau is holding a meeting today, and I’ll ask them to lend their support in moving these matters forward,” said Du Yihua, the liaison officer for the Shijiazhuang Municipal Bureau of Industry and Information Technology’s enterprise-assistance program.

“The liaison from the Municipal Bureau of Industry and Information Technology has been even busier than we are lately. Since they began providing on-site assistance to our company on January 29, they have handled everything from coordinating the resumption of work for employees to helping secure the delivery of equipment and obtain transportation permits—truly doing a great deal to support us. With them on our side, we feel remarkably reassured,” said Han Shuqin, Deputy General Manager in charge of production at Shijiazhuang Sihua Pharmaceutical Co., Ltd.

▲ Relevant officials from the Shijiazhuang Municipal Bureau of Industry and Information Technology, together with enterprise liaison officers, conducted on-site assistance and support at Shijiazhuang Sihua Pharmaceutical Co., Ltd., a key manufacturer in epidemic prevention and control, to help the company accelerate production and ensure supply.

Shisi Pharmaceutical is one of the key provincial and municipal enterprises designated for the production and stockpiling of epidemic-prevention medications. Starting on January 24, employees in the oral dosage-form workshop promptly returned to their posts and immediately plunged into intensive work. However, with the overwhelming demand for medications from frontline clinical settings, the intravenous infusion workshop also urgently needed to resume operations as soon as possible—yet how could staff be brought in, and how would commuting and returning home be managed? Wang Chunfa, Shisi Pharmaceutical’s deputy general manager in charge of human resources, initially felt uncertain about whether resuming work could be accomplished in time.

Many employees of the Shisi Pharmaceutical Workshop live in the surrounding counties and cities. Under the pressure of the epidemic, the “no entry, only exit” prevention and control measures have made what was once a short 20-odd-mile commute to work suddenly long and arduous. “Although the factory has been working one by one with the relevant residential communities and towns and villages, the results have been minimal. The workshop can’t resume operations, and we can’t supply products—this is a matter of life and death, and it has really thrown us into a panic,” said Wang Chunfa.

Du Yihua promptly inquired about the situation and worked with the enterprise to devise solutions. He said, “In this case, seeking assistance and coordination from the local Party committee and government will be much faster than trying to address each issue individually.”

“This approach proved effective. We promptly sought guidance from the local Party committee and government, clearly outlined the company’s difficulties, and requested solutions,” Wang Chunfa said. He added that Shisiyao’s request was given high priority by the local Party committee and government, which immediately convened a coordination meeting.

“There are always more solutions than problems.” On February 9, the local government introduced effective measures: it established a dynamic “health code” system for employees returning to work and issued green travel passes, thereby resolving the issue once and for all. “After a long and arduous journey back to work, we’ve finally made it!” That day, Du Yihua and relevant officials from Shisiyao accompanied the company’s shuttle buses to personally escort each employee back to their posts.

With employees gradually returning to work, Du Yihua and the leadership of Shisi Pharmaceutical heaved a slight sigh of relief.

Huang Lei, who also serves as the liaison officer for the Shijiazhuang Municipal Bureau of Industry and Information Technology’s enterprise assistance program, has been tirelessly working these days to resolve the production bottlenecks hindering Shisi Pharmaceutical.

On February 10, Li Zhihui, the head of raw-material production, hurried over and, scratching his head, said to Huang Lei: “We now have the workforce and ample raw materials; the real concern is that our equipment capacity is simply too small to keep up. We ordered two pieces of equipment—a vacuum dryer and a filter—from Zhejiang and Jiangsu before the Lunar New Year, originally planning to have them installed during the Spring Festival holiday. But now, with the outbreak, the manufacturers can’t get the equipment delivered no matter what they say. Could you please help us contact the local Bureau of Industry and Information Technology to urge the manufacturers to expedite delivery?”

Shisiyao’s infusion preparations are renowned nationwide, and its active pharmaceutical ingredients (APIs) also boast distinctive strengths. Notably, the company is one of the few domestic manufacturers that integrate API production with finished dosage form manufacturing for both arbidol hydrochloride and moxifloxacin hydrochloride. During the current pandemic, arbidol hydrochloride has been designated as an emergency stockpile drug in more than 20 provinces, playing a positive clinical role.

Inadequate equipment hinders production—this is a major bottleneck in resuming work. If these issues are not addressed, the supply of the “ammunition” and “provisions” needed to fight the epidemic will be directly compromised.

At this very moment, the state issued two consecutive “emergency task orders” to Shisiyao, directing it to supply hydroxychloroquine capsules to Hubei Province. The orders mandated that all difficulties be overcome to ensure delivery of 600,000 capsules by February 26 and 1.2 million capsules by March 8. Meanwhile, designated hospitals in Wuhan, Hubei Province, also sent urgent letters requesting the provision of antibacterial intravenous solutions.

The company was in a hurry, but Huang Lei was even more anxious. Without hesitation, he jumped into his car and rushed back to the bureau, where he promptly drafted a letter requesting coordination for supply from the Industrial and Information Technology Bureaus of Haining City and Changzhou City.

Thanks to the active coordination of the Municipal Bureau of Industry and Information Technology and his dedicated efforts, the Haining Municipal Bureau of Industry and Information Technology and the Changzhou Municipal Bureau of Industry and Information Technology promptly delivered encouraging news: the filter arrived on February 13, and the vacuum dryer was successfully installed and commissioned on February 26.

On February 27, liaison officers Du Yihua and Huang Lei once again visited the raw-materials workshop of Shisi Pharmaceutical. There, the motors were running smoothly, and the workers were busily at work. Li Zhihui smiled and said to them, “As soon as these two pieces of equipment are installed, production output will immediately increase, and we’ll be able to deliver on schedule without any problem. We’re truly very grateful!”

In response to the praise, Du Yihua said, “Providing excellent service is simply our duty—after all, the Bureau of Industry and Information Technology and enterprises are one family.”

Since the onset of the COVID-19 pandemic, the Shijiazhuang Municipal Bureau of Industry and Information Technology has promptly established a dedicated task force, implemented 24-hour emergency on-duty arrangements, intensified surveys of manufacturing enterprises, instituted a liaison system, and dispatched dedicated personnel to station at factories to address practical issues hindering production and operations. The bureau has also provided guidance to enterprises to operate at full capacity, making every effort to ensure the supply of epidemic prevention and control materials, thereby earning widespread acclaim from businesses.
