On the morning of March 20, Deng Peiran, Deputy Secretary of the Shijiazhuang Municipal Party Committee and Mayor, conducted a field inspection of the company’s development zone production area to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly carry out the spirit of the Two Sessions, and, in accordance with the decisions and arrangements of the Provincial Party Committee, the Provincial Government, and the Municipal Party Committee, adopt a problem-oriented approach, adhere to targeted policies, and promote the sustained and healthy development of the industrial economy.

Deng Peiran conducted on-site inspections of the company’s Pharmaceutical Research Institute. At each location, he carefully reviewed the enterprise’s innovation and development status and inquired about its product portfolio adjustments, technological upgrades, and independent R&D efforts. He paid close attention to the challenges and problems facing the company’s development, repeatedly asking what needs and concerns the enterprise had and what suggestions it might offer for government work.

Deng Peiran pointed out that, influenced by multiple factors, the growth rate of industries above designated size in the city has slowed this year, and downward pressure has intensified. Relevant departments must conduct thorough analysis and assessment, identify the root causes, address problems at their source, make all-out efforts to remove bottlenecks, tap the full potential for enterprise development, and promote high-quality development of the industrial economy. Leading cadres at all levels must earnestly implement the “Mayor’s Direct Line” system, deliver a Shijiazhuang-specific “policy service package” to entrepreneurs, and serve as dedicated facilitators for business development. All levels and departments should regard strengthening coordination and services for enterprises as a concrete manifestation of implementing General Secretary Xi Jinping’s directives on supporting the development of the real economy, as a practical step in prioritizing development as the top priority, and as a real-world test of the “Three Deepenings and Three Enhancements” campaign and the institutional efficiency revolution. They should resolve whatever problems arise, give priority to addressing the most pressing issues, vigorously foster a favorable business environment, and ensure that the industrial economy is firmly under control and delivers tangible results.

Deng Peiran emphasized that industry is the foundation of economic and social development and the cornerstone of regional prosperity; therefore, when pursuing economic work, we must firmly focus on industry as the central pillar. All levels and departments should provide robust support to accelerate the development of the industrial economy, strengthen monitoring and coordination of industrial economic performance, address weak links, catch up with the pace of progress, and continuously enhance the quality and efficiency of development. It is essential to vigorously advance the construction of ongoing industrial projects by adopting a “list-based” management approach, intensifying assistance and guidance, and ensuring that these projects commence construction, enter production, achieve operational effectiveness, and begin contributing to the economy at the earliest possible stage. Statistical authorities should strengthen coordination and oversight of enterprises’ inclusion in statistical reporting, uphold principles of truthfulness and objectivity, enforce strict compliance with the law, and ensure that all eligible entities are fully and accurately included in statistics.

Deng Peiran pointed out that enterprises at large must earnestly strengthen brand building, leveraging brands to drive innovation, enhance quality, expand markets, and accelerate development. They should focus on the critical core and missing links in the industrial chain, identify key breakthroughs and growth drivers, optimize the industrial product portfolio through industrial design, establish innovative R&D platforms, and bolster their capacity for innovation and R&D, thereby ensuring that the industry moves toward higher quality and greater value-added outcomes and comprehensively enhancing both industrial and economic competitiveness. Moreover, enterprises must firmly instill a strong safety consciousness, rigorously implement the responsibility system for workplace safety, and resolutely prevent major safety accidents from occurring.

Vice Mayor Jiang Wenhong, Municipal Government Secretary-General Lang Jingguo, and relevant leaders from the Gaocheng District Government attended the research visit.
