【SUMMARY】 With the return of spring and the renewal of all things, the 10th Session of the Third Congress of Employee Representatives and the Members’ Congress, together with the Group’s 2022 Awards Ceremony for Outstanding Achievers, was solemnly convened on the morning of March 25 in Shijiazhuang. Members of the Presidium—Qu Jiguang, Su Xuejun, Wu Hengyao, Han Shuqin, Shi Jianhui, Meng Guo, Sun Lijie, Song Mingxia, and Wang Jie—took their seats on the rostrum, joined by employee representatives, members’ representatives, and outstanding workers and production personnel from various workshops and departments across the Group, to jointly discuss development strategies, deliberate on major plans, and chart a blueprint for the Group’s innovative, green, and high-quality growth. The meeting was chaired by Group President Wu Hengyao.

Spring has returned to the land, bringing with it a fresh renewal of all things. On the morning of March 25, Shijiazhuang No. 4 Pharmaceutical Co., Ltd. solemnly convened the Third Session of the Tenth Congress of Employee Representatives and the Congress of Members’ Representatives, together with the Group’s 2022 Awards Ceremony for Outstanding Achievers. Members of the Presidium—Qu Jiguang, Su Xuejun, Wu Hengyao, Han Shuqin, Shi Jianhui, Meng Guo, Sun Lijie, Song Mingxia, and Wang Jie—took their seats on the rostrum, joined by employee representatives, members’ representatives, and outstanding workers and production personnel from various workshops and departments across the Group, to jointly discuss development strategies, deliberate on major plans, and chart a blueprint for the Group’s innovative, green, and high-quality growth. The meeting was chaired by Group President Wu Hengyao.

At 8:20 a.m., the conference opened to the solemn and majestic sound of the national anthem.

At the Group’s 2022 Annual Awards Ceremony, Shi Jianhui, Secretary of the Party Committee, and Han Shuqin, Executive President, respectively read out the “Decision on Commending Outstanding Collectives and Individuals for 2022” and the “Decision on Commending Outstanding Collectives and Individuals for Promoting Production and Ensuring Supply in 2022,” thereby publicly recognizing and commending the outstanding collectives and individuals who excelled in the Group’s production and business operations in 2022 and those who made remarkable contributions to promoting production and ensuring supply that year. Amid cheerful music and enthusiastic applause, representatives of the honored collectives and individuals took to the stage to receive the medals and certificates symbolizing their achievements from the hands of the Group’s leaders.

Liu Yuqiang, an outstanding worker from the Second Division of Active Pharmaceutical Ingredients at the R&D Center, delivered a speech on behalf of the honored advanced collectives and individuals. He stated that he would cherish this honor, continue to strive for excellence, carry forward the spirit of model workers, the spirit of labor, and the spirit of craftsmanship, integrate his personal aspirations into the overall development of the Group, achieve new accomplishments through innovation and creativity, and thereby secure even greater victories and glory. He pledged to step up to the plate and deliver new results as the Group embarks on a new journey toward innovative, green, and high-quality development.

At the Third Session of the Tenth Members’ Congress of Shijiazhuang Sihua Pharmaceutical Co., Ltd., the congress proceeded to vote and approve, in succession, the by-election of committee members, the election procedures for the chairperson and vice-chairpersons, as well as the lists of poll watchers and vote counters. Using secret ballot, the congress elected additional members to the Tenth Trade Union Committee and subsequently elected the chairperson and vice-chairpersons of the Shijiazhuang Sihua Pharmaceutical Trade Union. Chen Jing and Liu Jing were elected as members of the Tenth Trade Union Committee, while Huang Xiaofeng was elected as the chairperson, and Chen Jing and Liu Jing were elected as vice-chairpersons.

The newly elected union chairman, Huang Xiaofeng, delivered a statement. He stated that, in his future work, he would take the Trade Union Law and the union’s articles of association as the guiding principles, wholeheartedly serve union members and employees, and conscientiously accept the leadership of the Group Party Committee and higher-level trade unions. With the strong support of the Group’s Board of Directors and the leadership team, he will focus on the central task of accelerating the Group’s innovative, green, and high-quality development, unite and lead the broad ranks of union members and employees to fulfill their duties and responsibilities, work diligently, submit to oversight, live up to the mission, and make contributions through the union to building the Group into a first-class pharmaceutical enterprise in China and elevating the Group’s high-quality development in the new era to a new level!

Striving creates brilliance, and pragmatic action writes a new chapter. A total of 161 employee representatives, entrusted with the great expectations of the broader workforce, attended the Third Session of the Tenth Employee Congress of Shijiazhuang No. 4 Pharmaceutical Co., Ltd., fulfilling their glorious mission of democratic participation in enterprise management.

At the meeting, on behalf of the Group’s Board of Directors and leadership team, Chairman Su Xuejun delivered the “Group Business Performance Report.” The report systematically reviewed the Group’s performance in 2022 against key business targets, as well as the achievements made in product operations, new-product R&D, technological-upgrade project construction, quality assurance, capital management, and employee welfare. The report also outlined plans and arrangements for the Group’s 2023 business targets and priority initiatives: first, to coordinate efforts to enhance the quality and efficiency of finished-drug sales, concentrate resources on expanding and optimizing incremental markets for oral solid dosage forms and aqueous injectable formulations, accelerate the optimization and upgrading of the production–sales mix, and continuously increase the share of new products in overall sales; second, to proactively establish a new development paradigm for coordinated and competitive growth of bulk and specialty APIs in both domestic and international markets, thereby achieving a balance between production and sales; third, to steadfastly pursue the “combination of generic and innovative drug development” strategy, with new breakthroughs expected in the accelerated development of specialty generics, high-end complex formulations, and innovative medicines; fourth, to comprehensively advance ongoing and newly initiated projects, thereby creating new engines and opening up new avenues for the Group to accelerate transformation and upgrading and achieve leapfrog growth; fifth, to strengthen the Group’s foundational management, ensure safe and stable corporate development, and continuously enhance end-to-end quality control and production-safety safeguards; and sixth, to continually enhance employees’ sense of happiness, fulfillment, and organizational belonging, while appropriately improving employee benefits and compensation in tandem with maintaining labor productivity and corporate economic performance growth.

The conference also heard a report titled “Report on the Group’s 2023 Economic Responsibility System and Employee Compensation Adjustments,” delivered by Zhang Sumei, Deputy General Manager of the Group’s Strategic Development and Human Resources Center.

During the group discussions, employee representatives thoroughly reviewed and deliberated on Su Xuejun’s “Report on the Group’s Operational Performance” and other related documents, actively offering constructive suggestions and proposals. Their input provided valuable insights and references for the enterprise’s sustained and healthy development, fully demonstrating their sense of ownership and dedication to the company’s success, as well as their high expectations for its future growth. In response, the Group’s leadership addressed each of the suggestions and recommendations raised by the attending employee representatives on the spot.

Following a show-of-hands vote, all employee representatives unanimously approved Su Xuejun’s “Report on the Group’s Operational Performance” and Zhang Sumei’s “Report on the Group’s 2023 Economic Responsibility System and Employee Compensation Adjustment.”

Amid warm applause, Qu Jiguang, Chairman of the Group’s Board of Directors, delivered a concluding address. He pointed out that 2023 marks the inaugural year for fully implementing the spirit of the 20th National Congress of the Communist Party of China; it is a pivotal year that bridges the past and future in executing the Group’s 14th Five-Year Plan; and it is also a critical year for making all-out efforts to achieve high-quality development. With the effective implementation of new COVID-19 control policies and the series of reform measures just adopted at the Two Sessions, the market has begun to recover steadily at an accelerated pace, creating new opportunities for the comprehensive revitalization of the pharmaceutical industry. He emphasized the need to stay firmly focused on the Group’s 2023 business objectives, seize emerging market opportunities, vigorously implement the “go out and invite in” strategy to continuously stimulate economic vitality, pursue an innovation-driven development strategy by strengthening original and pioneering scientific and technological breakthroughs, promote the deep integration of the innovation chain, industrial chain, financial chain, and talent chain, coordinate improvements in both the quality and quantity of R&D projects, and continually build up momentum for innovation. Furthermore, he urged accelerating the implementation of key projects, making every effort to ensure early completion, commissioning, and realization of benefits, thereby continuously bolstering the enterprise’s capabilities and securing a competitive edge. Finally, he stressed the importance of relying on employees to run the enterprise, deepening reforms to strengthen the workforce of industrial workers, enabling skilled personnel to stand out, and enabling them to make significant contributions on this new journey.

Qu Jiguang emphasized that, in the face of daunting development tasks, the entire Group must maintain strategic resolve, vigorously promote a culture of thorough investigation and research, build broad consensus on development, strengthen confidence, assume responsibility and take proactive action, pursue bold innovation, work in a down-to-earth and diligent manner, and unite and lead all employees in striving to build a first-class domestic pharmaceutical enterprise and comprehensively advance the Group’s innovative, green, and high-quality development.

Unity unites our strength; striving creates the future. The conference calls on all employees to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, vigorously promote the model worker spirit, the labor spirit, and the craftsman spirit, and consciously integrate personal striving into the sweeping tide of corporate innovation and high-quality development. We must continuously enhance our ability to achieve outstanding results in our respective roles, embodying a spirit of hard work, a pioneering drive, and a pragmatic approach, uniting as one, bolstering our confidence, and pressing forward with determination and vigor. In doing so, we will make new and even greater contributions from Shijiazhuang Sihua Pharmaceutical Group toward accelerating the company’s transformation and upgrading, achieving the city’s goal of surpassing RMB 1 trillion in total economic output, and realizing breakthroughs ahead of others in the biopharmaceutical industry!
