Article 1: Project
1. Tender Project: Shijiazhuang Sihua Pharmaceutical Co., Ltd. to Purchase a Cartoning Machine for Workshop 106.
2. Tendering Entity: Shijiazhuang Sihua Pharmaceutical Co., Ltd.
3. Construction Location: No. 518, Huai’an East Road, Shijiazhuang City
4. Tendering schedule: To be determined; candidates will be notified by phone once finalized.
5. Bidding Method: On-site bidding.
5.1 This equipment is procured through a URS-based tender process, in which bidders shall comprehensively evaluate their quotations and project schedules in light of the URS provided by Party A.
5.2. The unit price of this equipment shall not be adjusted after the contract is signed.
6. Validity period of the tender documents: shall be no less than 90 days.

Return of Bid Bonds: The bid bond (principal amount) of the successful bidder shall be converted into a performance bond upon the effective date of the contract; the bid bonds (principal amounts) of unsuccessful bidders shall be refunded without interest after the tenderer has determined the successful bidder.
The bid bond is one of the constituent parts of the bidding documents; failure to submit the bid bond as required shall be deemed a non-response to the tender documents. In any of the following circumstances, the bid bond shall not be refunded:
A. The bidder withdraws its tender document within the prescribed tender validity period.
B. The successful bidder fails to enter into a contract with the tendering entity.
C. Bidder’s breach of contract.
D. Abandoning the bid after winning the contract.
10. Installation and Delivery Period: The delivery period shall commence upon receipt of the Notice of Award.
11. Key Contract Terms: Payment Terms: 30% advance payment; 30% upon completion of FAT and prior to shipment; 30% upon satisfactory acceptance; 10% one year after acceptance; 2-year warranty; payment by bank acceptance bill.
12. Clarification, amendment, or supplement to the tender documents: Bidders shall carefully review the tender documents and, if they have any questions, shall submit a request for clarification to the tenderer prior to the prescribed bid submission deadline; any clarification, amendment, or supplement shall be deemed an integral part of the tender documents.
13. Time, venue, and requirements for bid opening:

Attendees: Bidders shall dispatch technical personnel to attend the tendering meeting.
14. Bidders shall arrive at the bidding venue on time; otherwise, they shall be deemed to have voluntarily withdrawn their bids.
15. Bidders shall not, in any form, offer bribes to any relevant personnel of the tendering entity; upon verification, their bidding qualification shall be revoked.
16. During the bidding process, please communicate promptly if any issues arise.
Article 2: Scope of Tender
One cartoning machine; specific parameters are as per the customer’s requirements.
Article 3: Bidding Documents
1. Business license of the bidding entity.
2. Certificate of the Legal Representative or Power of Attorney for the Legal Representative; if a proxy is appointed, the proxy must be a regular employee of the bidding entity, and a certificate confirming the proxy’s appointment must be provided.
3. The tender document shall provide a detailed description of the technical specifications of the equipment being submitted.
4. Bidding Documents: One original and three copies. The bidder’s power of attorney and the commercial quotation section must be affixed with the official seal for confirmation.
Article 4: Payment Terms and Delivery Schedule
30% prepayment; 30% upon completion of FAT and prior to shipment; 30% upon satisfactory acceptance; 10% one year after acceptance; 2-year warranty; payment by bank acceptance bill. Delivery period: 90 days.
