Public Tender Notice for the 1,500 m³/d Wastewater Treatment Plant Project
Project Location: North of Huai’an East Road, West of Yanshan Avenue, South of Minjiang Road, and East of the Traffic Vocational Technical College in Shijiazhuang High-tech Industrial Development Zone.
Tender Scope: This project involves environmental protection works supporting the production workshops of a high-end formulation industrialization project, with the main scope of the tender covering equipment procurement, installation, and commissioning. The wastewater treatment plant is designed with a capacity of 1,500 m³/d and will be constructed as an underground facility, with a 1.3-meter-thick soil cover on top for landscaping. The core treatment process comprises bar screening, an equalization basin, A/O process, secondary sedimentation tank, ozone disinfection, and a clear water storage tank. High-concentration wastewater is separately collected in a dedicated high-concentration wastewater tank and then mixed with low-concentration wastewater in the equalization basin before being conveyed to subsequent treatment stages. At the effluent end of the wastewater treatment system, ozone disinfection and decolorization are applied to the treated effluent. Sludge is partially recirculated back to the anoxic stage; excess sludge is concentrated in a sludge thickening tank and then dewatered using a screw press before being transported off-site for disposal. Exhaust gases from the wastewater treatment plant are collected via pipework and treated through a combined alkali spray scrubbing and biological deodorization process.
Construction period: 1 month for equipment supply, 2 months for equipment installation, and 1 month for commissioning.
Qualification Requirements: Grade-III Professional Contracting Qualification for Environmental Protection Engineering (Ministry of Housing and Urban–Rural Development).
Payment Terms: 30% upfront; 30% upon successful installation and acceptance of the equipment; 20% after three months of stable, compliant operation of the effluent; 15% after one year of stable, compliant operation; and 5% as a warranty deposit (for a two-year period).
Bid bond: RMB 100,000; to be submitted via telegraphic transfer. Upon award of the contract, the bond will be refunded to non-winning bidders; for the winning bidder, this amount will automatically be credited as performance security and will be returned upon the second payment of the project price.
Bid evaluation principle: lowest price wins.
