2026 General Cargo Transportation Project Tendering Announcement

Shijiazhuang Sihua Pharmaceutical Co., Ltd. is now inviting bids for logistics and transportation services for pharmaceutical products, including large-volume injectables, aqueous injections, oral formulations, and active pharmaceutical ingredients. This announcement outlines the relevant details of the logistics tender. Prior to the formal execution of a contract, no provision in this document shall constitute any commitment or warranty on the part of our company.

I. Tender Project

Full-truckload and less-than-truckload road transportation from Shijiazhuang to destinations across the country, as well as rail, sea, and small-batch less-than-truckload shipping.

II. Project Overview

1. Modes of transportation: road transport, rail transport, and maritime transport.

2. Shipping Time: April 1, 2026 – March 31, 2027 ， Sign an annual contract.

3. Transportation Routes: Designated route transportation, capable of serving one or more provinces.

4. Scope of Transportation: Pharmaceuticals (large-volume injectables, aqueous injections, oral formulations, active pharmaceutical ingredients, etc.) 。

6.  Vehicle Requirements: Vehicles transporting general cargo must hold valid operating permits and comply with pharmaceutical loading requirements; they must be free from damage, deformation, or contamination, and fully insured for the cargo; China VI-compliant vehicles are preferred.

7.  Local presence requirements: Bidders must establish a formal office in Shijiazhuang, staffed with dedicated service personnel, equipped with company-owned operational vehicles and compliant warehouse facilities, and capable of meeting end-to-end operational needs, including local goods collection and delivery, temporary warehousing, and emergency distribution.

III. Bidder Qualification Requirements

1. The registered capital shall be no less than RMB 2 million.

2. Possess the capacity to independently assume civil liability and hold the relevant qualifications for transportation operations.

3. Demonstrated experience in pharmaceutical logistics operations of a certain scale.

4. Sound financial condition and sufficient funds.

5. Comply with national laws and regulations, maintain a good reputation and business ethics, and have no record of bribery, tax evasion, fraud, significant economic disputes, or smuggling offenses. 。

6. Pay taxes in accordance with the law.

V. Obtaining Tender Documents

1. Qualification Review: The tendering entity will conduct a qualification review based on the materials submitted by logistics enterprises and notify those that meet the requirements to obtain the tender documents (free of charge) so they may participate in subsequent bidding activities.

2.  Payment of the Bid Bond: After passing the qualification review, bidding entities shall make payment via bank transfer. A bid bond of RMB 100,000 (which will be automatically converted into a performance bond upon winning the bid) shall be remitted to the account designated by the Finance Department.

3.  Tender Submission Deadline: Tender Documents Have Been Collected (Free of charge.) Eligible logistics enterprises participating in subsequent bidding shall be provided with the materials within three business days via postal delivery and on-site submission. Two copies (One positive, one negative), Must be sealed; (The tender documents shall be submitted in both hard copy and electronic format (Excel file stored on a USB flash drive). All hard-copy materials must be stamped with a cross-stitch seal, and the required composition of the tender documents is specified in the tender documentation provided by the procuring entity.)

VI. Bid Opening Requirements

1. The tendering unit’s tendering committee shall be composed of personnel and leaders from the Party and Mass Work Department, Finance Department, Supervision and Inspection Department, Storage and Transportation Department, and other relevant departments. The committee shall conduct bid evaluation, bid deliberation, and bid awarding, and shall determine the shortlisted logistics service providers and the final winning logistics service provider.

2. Notification of the winning bid result: within three business days after the evaluation is completed.

3. Method of Announcement of Winning Bid: The tendering entity shall notify the winning logistics company by means of a Notice of Award.

4. This tender does not permit joint bidding by multiple logistics providers, nor the subcontracting of services after winning the bid.

5. Upon completion of the tendering process, if the successful bidder renounces the award after being declared the winner, or fails to complete the contract-signing procedures within the agreed timeframe following issuance of the notice of award, the tendering entity shall be entitled to unilaterally terminate the cooperative relationship. Such termination notice shall take legal effect upon delivery to the successful bidder, and the bid bond shall not be refunded; moreover, the tendering entity may re-conduct the award determination process. During the term of the cooperation, if the successful bidder commits a breach of contract or fails to comply with the relevant tendering and bidding requirements, the tendering entity shall be entitled to terminate the cooperative relationship, and the performance bond shall not be refunded.

6. Upon winning the bid, the successful bidder shall enter into an annual contract and shall strictly comply with the relevant contractual provisions throughout the term of the cooperation. The tendering entity may, at its discretion, select the successful bidder or another carrier as needed, and it makes no commitments whatsoever regarding the volume of services to be provided under the cooperation.

7. Return of the Bid Bond: The bid bonds of unsuccessful bidders shall be returned upon determination of the winning bidder. Within 7 working days, the bid bond will be refunded without interest to the original remittance account. (However, if it is verified that a bidder has engaged in malicious bidding practices such as bid-rigging, collusion, deliberately submitting artificially low bids, or failing to perform the contract after winning the bid, the bid bond will not be refunded.)

8. The tender shall be declared void if any of the following circumstances occurs:

(1) Illegal or non-compliant acts that undermine the fairness of the tendering process.

(2) All bid prices submitted by the bidding entities exceed the procuring entity’s budgeted price.

(3) Where the tendering task is cancelled due to a major unforeseen event.
