This tender is for self-monitoring technical services for the year 2026, covering four companies (located at different plant sites) within the Shisi Pharmaceutical Group.

3 Precautions
3.1 Party B shall confirm the on-site sampling conditions in advance and raise any issues prior to the tendering process.
3.2 During on-site sampling, Party B shall bring its own high-altitude work safety protective equipment, including five-point harnesses, safety helmets, lifelines, and sampling tools and instruments.
3.3 Upon completion of sampling, Party B shall restore the sampling port to its original condition, ensuring that the port is neither left open nor insecure; any failure to do so shall result in Party B being held legally liable during subsequent enforcement inspections.
3.4 Party B shall be responsible for the quality of the report; if any quality issues are discovered in the report, whether by Party A or during external law enforcement inspections, Party B shall bear the corresponding legal liabilities.
3.5 Party B shall arrange for sampling to be conducted by the 15th of each month; if Party B fails to respond for three months during the one-year service period, a penalty of RMB 1,000 shall be imposed for each such instance.
3.6 Party A’s testing locations experience intermittent production; therefore, to facilitate scheduling coordination, it is hereby agreed that Party A shall submit its testing request seven days in advance, and upon receipt of such request, Party B shall arrange personnel and schedule the testing within seven days.
3.7 The formal report shall be provided within 15 working days after sampling. During the one-year service period, failure to respond for three consecutive months shall incur a penalty of RMB 1,000 per occurrence; furthermore, if the report is not issued on time, resulting in adverse impacts on Party A during law enforcement inspections or other verification activities, Party B shall bear the corresponding legal liabilities.
3.8 During Party B’s on-site inspection, Party B shall comply with Party A’s safety management rules and regulations. All external personnel entering the plant premises must be covered by industrial and commercial insurance or accident insurance (with an accident insurance coverage of no less than RMB 1.2 million); otherwise, they shall be prohibited from entering the plant to perform work.
3.9 A security agreement must be signed with Party A during the testing period.
3. Quotation Method:
The quotation shall be denominated in Chinese yuan, with amounts expressed in ten-thousands of yuan and rounded to one decimal place. The quotation includes all costs, such as testing fees, labor costs, and report preparation fees. The quotation is tax-inclusive; please specify the applicable tax rate.
4. Standards for Determination
A single total price is quoted, with bidding divided into 3–4 rounds per lot; each round’s bids are kept confidential and not disclosed. After the tally for each round, the highest bidder is eliminated and no longer participates in subsequent rounds, while the remaining bidders continue to submit new offers. The lowest-priced bidder ultimately wins the contract, and the winning entity is announced on-site.
5. Contract Signing and Payment
(1) The winning bidder shall calculate the unit price for each factor and, based on the monitoring plan and in accordance with the prescribed proportions, determine the contract amount for each company. Separate contracts shall be signed with each company: Shijiazhuang Sihua Pharmaceutical Co., Ltd., Shijiazhuang Sihua Pharmaceutical Co., Ltd. (Pharmaceutical Research Institute), and the Development Zone Branch of Shijiazhuang Sihua Pharmaceutical Co., Ltd.
(2) The unit price shall be attached to the Contract and form an integral part thereof. During the term of the Contract, if Party A requests Party B to increase or decrease the monitoring parameters or the monitoring frequency, both parties shall reconcile the annual monitoring schedule and calculate the corresponding additional or reduced fees based on the unit price. The adjusted amount shall be paid by Party A at the time of the final payment.
(3) No upfront payment is required. Upon completion of the six-month service period, 50% of the total fee shall be paid; upon completion of the full-year service period, Party A and Party B shall reconcile the year’s monitoring records, whereupon Party A shall pay the remaining balance. A special value-added tax invoice will be issued, and the quoted price includes tax.
6. Bidder Qualification Requirements:
The bidder shall possess independent legal personality and hold all requisite qualifications, including a business license and qualification accreditation certificates, which must be complete and valid. If the winning bidder intends to entrust the monitoring of certain parameters to another company, it shall provide the business license of the entrusted company at the time of contract signing.
7. Bid Bond
RMB 10,000 in cash, to be brought to the bid-opening venue. Upon award of the contract, this deposit will automatically be converted into a safety-construction deposit. At the end of the one-year service period, and provided no safety incidents have occurred, our company will refund the full amount of the deposit.
If the successful bidder falls under any of the following circumstances, the bid bond shall be forfeited and treated as liquidated damages for the bidder’s failure to perform the awarded project, and shall not be refunded:
(1) After winning the bid, the bidding entity is unable to enter into a contract with our company and thus cannot perform the awarded project due to reasons attributable to the bidding entity;
(2) After the contract is signed, Party B fails to perform the terms of the tender (contract), or engages in breach-of-contract conduct such as unilaterally omitting critical factors;
(3) A safety accident occurs.
