Notice on the LDAR Inspection Tender for the Second Quarter of 2026 to the First Quarter of 2027
1. Detection Location and Number of Measurement Points
(1) Shijiazhuang Sihua Pharmaceutical Co., Ltd.

Number of sampling sites: 880 mobile sites and 2,839 stationary sites, for a total of 3,719. In the fourth quarter, a total of approximately 9,198 testing sites were deployed.
(2) Hebei Guolong Pharmaceutical Co., Ltd.

Number of points: total of 13,191 points, with 3,173 moving points; approximately 32,728 points in total for the four quarters.
Note: The number of measurement points for the above two companies shall be determined based on on-site measurements. Bidding companies may dispatch technical personnel to the client’s site to verify and confirm the number of measurement points.
All testing stations for Guolong and Siyao are located in explosion-proof zones. Ensure safe operation of equipment and personnel; no non-explosion-proof equipment is permitted, and personnel must not carry fireworks, smoking materials, or other flammable and explosive items. All operations must comply with Party A’s safety management procedures.
2. Service Period
Testing will be conducted over four quarters, from the second quarter of 2026 to the first quarter of 2027. The specific testing dates for each quarter will be determined based on the company’s production schedule.
3. Service Scope:
Establishing archives, conducting on-site inspections, preparing reports, and completing and maintaining entries on LDAR-related web platforms, among other tasks.
4. Quotation Method:
The bidding company shall submit a quotation only for the testing fee at a single site. Party A (the tendering party) will accept only the special value-added tax invoice issued by Party B (the bidding party). The bid price shall be inclusive of tax, with the tax rate clearly specified, expressed in yuan and rounded to one decimal place at most.
5. Payment and Contract Signing:
There is no upfront payment. After the six-month service period ends, the total number of actual detection points will be tallied and the full six-month service fee will be calculated and paid based on the unit price. The same procedure applies to payment for the second six-month period. Note: Repeatedly tested leak points are also counted as actual detection points and are cumulatively included in the total number of actual detection points.
Service fees are calculated based on the unit price and the number of sampling points. The service scope covers all equipment and pipelines through which volatile organic compounds pass, and the record-keeping must include every sampling point within the designated area without omission. Testing shall be conducted in accordance with the enterprise’s production conditions, and no sampling points may be missed.
6. Bidder Qualification Requirements:
Possess independent legal personality, with a complete and valid business license, qualification accreditation certificates, and other relevant credentials.
7. Bid Bond
Please bring RMB 5,000 in cash to the bid-opening venue.
Upon execution of the service contract by both parties and in the absence of any objections, our company will refund the full amount of the bid bond upon receipt of the first payment. The bid bond shall be refunded by Li Yuan, the contact person for Sihao Pharmaceutical Testing, as the performance bond.
In the event that the successful bidder falls under any of the following circumstances, the performance bond shall be forfeited and treated as liquidated damages for failure to perform the awarded project, and shall not be refunded to our company:
(1) After winning the bid, the bidding entity is unable to enter into a contract with our company due to its own reasons.
(2) After the contract is signed, Party B is unable to perform the terms of the tender (contract) and cannot complete the work stipulated in the contract.
8. Standards for Determination
(1) The tendering party shall distribute quotation forms at the bidding venue. Bidders shall complete the forms in clear, legible handwriting and without any alterations. Any errors in the tendering party’s evaluation resulting from illegible or unclear handwriting shall be the sole responsibility of the bidder.
(2) On-site bidding is conducted in 3–4 rounds, with each round’s bids kept confidential and not disclosed. After the tally for each round, the company submitting the highest bid is eliminated and is no longer required to participate in subsequent rounds; the remaining companies continue bidding, and the lowest final bid wins the contract.
Note: Sihao Pharmaceutical and Guolong each have distinct locations, service scopes, and contract durations; however, the bidder’s quotation shall apply to both companies. The lowest-priced bid will be awarded, with only one winning bidder. The winning bidder shall enter into separate service contracts with Sihao Pharmaceutical and Guolong and fulfill the contractual obligations accordingly.
9 Other
During on-site inspections at Party A’s premises, all personnel must comply with Party A’s safety management regulations. All external visitors entering the plant area must be covered by either commercial liability insurance or accident insurance (with an accident insurance coverage of no less than RMB 1.2 million); otherwise, they will not be permitted to enter the plant area to perform work.
During the inspection period, you may be required to sign a security agreement with the relevant Client company and to pay a security deposit of RMB 5,000. The specific requirements shall be subject to the arrangements made by the Project Manager.
10. Tendering Time and Method
Tendering time: 2:30 p.m. on April 6. Any changes will be announced separately.
