【SUMMARY】
This project is tendered based on construction drawings. Bidders shall, in accordance with the construction drawings provided by the Employer, independently calculate the bill of quantities and submit a lump-sum bid covering both labor and materials, with the bidder responsible for all primary and secondary materials. This is a fixed-price contract, under which the total contract price is fixed and unadjustable; following the execution of the contract, neither the unit prices nor the quantities listed in the bill of quantities shall be subject to adjustment.
I. Project Overview ：
The project site is located north of Sanxia Road and east of Xingye Street in Shijiazhuang City. This tender covers three individual structures: a power workshop, two adjacent raw-material warehouses, and one fire-water reservoir, with a total building area of 31,869 square meters.
II. Scope of Tender ：
This tender covers all scope of work for the architectural, structural, and plumbing & drainage (excluding fire protection) disciplines as specified in the drawings issued by Party A, as well as any embedded and reserved works that must be concurrently executed in other discipline drawings, including earthwork excavation and backfilling.
III. Construction Schedule Requirements ：
The total construction period shall not exceed 180 days. Upon execution of the contract, for each day of delay attributable to non-force majeure events, a penalty of RMB 5,000 shall be imposed. In the event of work stoppage due to government orders or force majeure, the construction period shall be extended accordingly; Party A shall be responsible only for such extension and shall bear no liability for lost wages, machinery costs, or any other expenses or claims arising therefrom.
IV. Qualification Requirements ：
General contracting at Grade I or above.
V. Bidding Method ：
This project is tendered based on construction drawings. Bidders shall independently calculate the bill of quantities in accordance with the construction drawings provided by the Employer and shall undertake both labor and materials on a lump-sum basis, with the bidder responsible for all primary and secondary materials. This project is governed by a lump-sum contract, under which the total contract price is fixed and final; following the execution of the contract, neither the unit prices nor the quantities listed in the bill of quantities shall be adjusted.
VI. Payment Terms ：
All payments are Banker’s Acceptance , no advance payment upon contract signing;
(1) Pay 20% upon completion of the second-floor concrete pour;
(2) Pay 40% upon completion of the main structure’s topping-out;
(3) Upon successful acceptance of the entire project, 25% shall be paid;
(4) Upon successful filing and acceptance, the filing certificate shall be obtained, and upon completion of the audit, 95% of the final settlement price shall be paid.
(If, due to Party A’s reasons, the filing and acceptance procedures cannot be completed within six months, 95% of the final settlement price shall be paid six months after the completion and acceptance.)
(5) The remaining 5% shall be held as a retention bond and paid in full 18 months after completion and acceptance, provided no quality issues arise during that period. Prior to each payment, the Contractor shall issue a special value-added tax invoice in an amount equal to the payment, with a tax rate of 9%.
Upon mobilization, the successful bidder shall be responsible for paying all applicable fees to the relevant government authorities, including the migrant worker deposit and insurance premiums.
