2. Project Overview and Scope of Tender
This tender is for the provision of self-monitoring technical services for three companies under Shisi Pharmaceutical Group for the year 2025.

3. Precautions
3.1 Party B is advised to inspect the site and confirm the condition of the sampling port.
3.2 During Party B’s on-site sampling operations, Party B shall comply with Party A’s safety management rules and regulations and shall bring its own personal protective equipment for working at heights, including five-point harnesses, hard hats, lifelines, and other necessary tools and instruments required for sampling; Party A shall not be responsible for providing such items.
3.3 Special attention must be paid to the restoration procedures following the completion of sampling at the sampling port; the sampling port must never be left open.
3.4 Party B shall be responsible for the quality of the report. In the event that report quality issues are identified, either by Party A or during external enforcement inspections, a penalty equivalent to 10% of the testing fees (and contract fees) shall be imposed.
3.5 Party A’s inspection sites experience intermittent production; therefore, to allow for scheduling coordination, it is agreed as follows: Party A shall submit inspection requests at least seven days in advance, and upon receipt of such requests, Party B shall arrange personnel and schedule the inspection within seven days.
3. Quotation Method:
The quotation shall be denominated in Chinese yuan, with amounts expressed in ten-thousands of yuan and rounded to one decimal place. The quotation includes all costs, such as testing fees, labor costs, and report preparation fees. The quotation is tax-inclusive; please specify the applicable tax rate.
4. Standards for Determination
A single total price is quoted, with bidding divided into 3–4 rounds per lot; each round’s bids are kept confidential and not disclosed. After the tally for each round, the highest bidder is eliminated and no longer participates in subsequent rounds, while the remaining bidders continue to submit new offers. The lowest-priced bidder ultimately wins the contract, and the winning bidder is announced on-site.
5. Contract Signing and Payment
(1) The winning bidder shall calculate the unit price for each factor and, based on the monitoring plan and in accordance with the prescribed proportions, determine the contract amount for each company. Separate contracts shall be signed with each company: Shijiazhuang Sihua Pharmaceutical Co., Ltd., Shijiazhuang Sihua Pharmaceutical Co., Ltd. (Pharmaceutical Research Institute), and the Development Zone Branch of Shijiazhuang Sihua Pharmaceutical Co., Ltd.
(2) The unit price shall be attached to the Contract and form an integral part thereof. During the term of the Contract, if Party A requests Party B to increase or decrease the monitoring parameters or the monitoring frequency, both parties shall reconcile the annual monitoring schedule and calculate the corresponding additional or reduced fees based on the unit price; such additional or reduced amounts shall be settled by Party A at the time of the final payment.
(3) No upfront payment is required. Upon completion of the six-month service period, 50% of the total fee shall be paid; upon completion of the full-year service period, Party A and Party B shall reconcile the year’s monitoring records, whereupon Party A shall pay the remaining balance. A special value-added tax invoice will be issued, and the quoted price includes tax.
6. Bidder Qualification Requirements:
The bidder must possess independent legal personality and hold all necessary and valid qualification documents, including a business license and qualification accreditation certificates. If the winning bidder intends to entrust the monitoring of certain parameters to another company, it shall provide the business license of the entrusted company at the time of contract signing.
7. Bid Bond
RMB 5,000 in cash, to be brought to the bid-opening venue. Upon award of the contract, this deposit will automatically be converted into a safety-construction deposit. At the end of the one-year service period, and provided no safety incidents have occurred, our company will refund the full amount of the deposit.
If the successful bidder falls under any of the following circumstances, the bid bond shall be forfeited and treated as liquidated damages for the bidder’s failure to perform the awarded project, and shall not be refunded:
(1) After winning the bid, the bidding entity is unable to enter into a contract with our company and thus cannot perform the awarded project due to reasons attributable to the bidding entity.
(2) After the contract is signed, Party B fails to perform the terms of the tender (contract), or engages in breach-of-contract conduct such as unilaterally omitting critical components.
