One : Project Overview:

     The civil engineering foundation works for the automated storage and retrieval system (AS/RS) of the Pharmaceutical Integration and Innovation Development Demonstration Project of Hebei Guolong Pharmaceutical Co., Ltd. are located on newly acquired land within the company’s premises, at the northern end of Sanxia Road and the eastern side of Xingye Street in the Shijiazhuang Economic and Technological Development Zone. This tender covers both the AS/RS and the connecting corridor.

Two : Scope of Tender:

     This tender covers the primary and secondary steel structural components, as well as the roof and wall enclosure system—including aluminum composite panel cladding for parapet walls—of the architectural and structural drawings issued by Party A, along with the structure and exterior cladding of the connecting corridors. Scope includes the connection between the steel superstructure and the substructure, fabrication and installation of primary and secondary steel structures, transportation, anti-corrosion and fire-retardant coating, fabrication and installation of steel platforms and canopies, detailing and finishing of door and window openings, and fabrication and installation of roof-mounted ventilation units (with electric actuation). Additionally, it encompasses the opening, capping, and finishing work required for the connection between the corridor and the existing automated warehouse (for which no detailed drawings are provided, design shall be undertaken independently), as well as special construction operations such as hot work and working at heights on the southern section of the corridor, which is located within Party A’s southern plant area; such operations necessitate the completion of the requisite permits and approvals, and all construction personnel must hold valid high-altitude work certificates and welding qualifications, and have 120 Commercial accident insurance for ten thousand people. In other specialized drawings, any reserved and embedded works that are to be constructed concurrently—such as siphonic rainwater drainage in the plumbing and drainage drawings and roof lightning protection grounding in the electrical drawings—shall include the installation of lightning protection and grounding down conductors. Upon completion, the construction site shall be cleaned up, with all waste and temporary structures removed and transported offsite, and the original terrain restored. This tender does not include: foundation works (piles), masonry works, concrete structural works, flooring, and the procurement and installation of all doors and windows.

Five : Tendering method:

1、 This project will be tendered using a bill-of-quantities approach. Bidders shall, based on the construction drawings provided by the employer, independently calculate the bill of quantities, which shall include a list of construction items, a schedule of main materials, a comprehensive unit-price analysis table, a schedule of provisional works, and other relevant documents. Costs for safe and civilized construction shall be itemized separately. The evaluation criteria comprehensively consider the bidder’s quotation and construction schedule, construction plan, technical level, staffing, and other factors. 。

2、 Upon receipt of the notification, the bidder shall obtain the tender requirements and construction drawings; upon receipt of the drawings, 8 Complete the preparation of the tender documents within [number] days, seal and affix the official stamp to the tender package, and submit one original and one copy. Upon bid opening, the deposit shall be refunded to Party A; however, it shall not be refunded to the winning bidder and will instead be converted into a construction security deposit, which will be refunded upon completion of the construction works within the scope of the contract and subsequent acceptance.

3 On the day of bidding, the bidder shall submit to Party A for verification the original copies of its business qualifications, the original power of attorney issued by the legal representative, and the bidder’s identity documentation. The tender document shall include photocopies of valid qualification documents, such as copies of the enterprise’s business qualifications, safety qualifications, and certificates confirming that no outstanding wages are owed to migrant workers.

Six : Contract Requirements:

1.   This project is governed by a lump-sum contract, under which the total contract price is fixed and final; following the execution of the contract, neither the unit prices nor the quantities listed in the bill of quantities shall be adjusted. In the event of scope changes attributable to Party A, the quantity of work subject to such changes shall be calculated based on the drawing revisions confirmed in writing by Party A, and the unit prices shall be those specified in the tender bill of quantities. No calculation shall be made for provisional items, taxes, and government fees, etc. ,(If there is a total-price discount, the unit price shall be calculated by applying the total-price discount rate); if no unit price is specified in the bill of quantities, the unit price shall be determined based on the unit prices and related item analyses for similar engineering works in the bill of quantities; if no similar items are available, the calculation shall be made in accordance with Hebei Province. 2012 The unit-price direct costs shall be priced, with no provision for contingency or other charges. 7. Construction Requirements:

The contractor must carry out construction in accordance with the drawings and code requirements. 。

1. Steel Structure Engineering: The primary and secondary structural materials are sourced from Shougang, Baosteel, Angang, Baogang, Pangang, Tangsteel, and Handan Iron & Steel.

2. Steel structure painting requirements: Use Qilu or Chenyang water-based paint, with a coating thickness in accordance with the design drawings. Fire-resistant coatings shall be supplied by Jinyu, Qilu, or other brands approved by Party A.

3. Wall system: The wall uses 100 Thick concealed-nail wall panels, manufactured by Shandong Wanshida. Both the inner and outer face sheets of the panel use base materials from Baosteel and BOSG. The core insulation material is rock wool, with designated brands being Jinyu and Owens Corning, and a density of no less than 120KG/m ³.

4. Roofing system: The roofing system adopts through FM For certified products, Butler or Lysaght Pittsburgh should be given priority for roofing systems. 360 Vertical seam-locked profiled panels (with sliding supports), fabricated using a dedicated seam-locking machine; the seam joints are pre-sealed with sealant at the factory. Pre-embedded Works: The Bidder shall, in accordance with the architectural, structural, electrical, HVAC, and plumbing & drainage drawings issued by the Employer, install and embed conduit, junction boxes, distribution panels, lightning down conductors (including roof flashings), and grounding facilities. All pipes and conduits that pass through roofs and walls shall be provided with waterproof and fire-resistant treatment.

8. X. Construction power and water supply are located at the southeast corner of the plant site. Bidders shall specify the required electrical load in their tender documents and shall independently arrange for the necessary cables and water pipes. Utility meter readings shall be taken, and the monthly bills shall be submitted to Party A.

Eleven, During construction, all works that Party A subcontracts on its own—including, but not limited to, fire protection and electrical installation—shall be provided with construction sites and work areas by the steel structure contractor, who shall not charge the subcontractors any fees. Any documentation required to be submitted to government authorities shall be compiled by the steel structure contractor and handed over to the civil engineering contractor; for documents requiring official seals, the general contractor shall affix such seals. The civil engineering contractor shall be responsible for the overall as-built documentation. In connection with the foregoing, the civil engineering contractor shall not levy any coordination or management fees. The steel structure contractor must fully cooperate with the civil engineering contractor in handling the aforementioned procedures and preparing the relevant documentation.
