1. Project Overview
Annual operation and maintenance of the online monitoring system for water pollution sources at Hebei Guolong Pharmaceutical Co., Ltd., along with the replacement, installation, and network integration acceptance of the COD analyzer and ammonia-nitrogen analyzer, is being carried out at the Guolong plant site on Xingye Street in Shijiazhuang.
2. Project Scope
Annual operation and maintenance of the online monitoring system for water pollution sources at Hebei Guolong Pharmaceutical Co., Ltd., including the replacement and installation of COD and ammonia nitrogen analyzers and their network integration acceptance testing, together with one year of operation and maintenance services for the monitoring station building (including the automated pollution source monitoring system).
3. Tender Requirements
(1) Bidder Qualifications
Possessing independent legal person status, with a complete and valid business license, qualification accreditation certificates, and other relevant credentials, and duly filed with the Shijiazhuang Municipal Ecology and Environment Bureau.
(2) Replacement of Online Monitoring Equipment for Water Pollution Sources
One COD analyzer and one ammonia-nitrogen analyzer shall be replaced, including equipment installation and network integration acceptance. For the comparative monitoring, the purchaser shall designate a third party to prepare the report and bear the associated costs; the remaining work shall be performed by the supplier, with a two-year warranty.
(3) Operational and Maintenance Requirements for Online Water Pollution Monitoring Systems (Automated Pollution Source Monitoring Systems)
① Operation and maintenance equipment includes, but is not limited to: samplers, flow meters, data acquisition instruments, COD analyzers, ammonia nitrogen analyzers, pH meters and associated pipelines, as well as automatic pollution source monitoring systems.
② The equipment being replaced this time is covered by a two-year warranty. For other equipment and facilities, parts with a unit price of RMB 5,000 or less will be replaced free of charge; for parts with a unit price exceeding RMB 5,000, Party A shall be responsible for procurement, and Party B shall be responsible for installation.
③ Prior to the tender, participating bidders shall conduct on-site inspections to assess the condition of the procuring entity’s equipment. Any objections to the equipment must be raised before the tender is finalized; once the winning bidder is determined, the equipment shall be deemed to be in good working order, and no further requests for equipment replacement shall be permitted during the operation and maintenance period.

4. Bid Price
The quotation shall be denominated in Chinese yuan, inclusive of tax, and a special value-added tax invoice shall be issued, clearly indicating the applicable tax rate.
5. Payment Terms
Upon expiration of the O&M period, Party A shall make payment of 100% of the total contract amount without objection and issue a special VAT invoice.
