1. Tender Project:

4. Tendering Time:

5. Tendering Method:
        On-site bidding.
5.1 This project shall be tendered based on the drawings. Bidders shall, in accordance with the evaluation criteria provided by the Employer, comprehensively assess their bids in light of factors such as bid price, construction schedule, construction plan, technical level, staffing arrangements, and performance on similar projects.
5.2. The quantities and unit prices in this Bill of Quantities shall not be adjusted after the contract is signed.
6. Validity period of the tender document:
Should be no less than 90 days.

9. Refund of Bid Bond:
The bid bond (principal amount) of the successful bidder shall be converted into a performance bond upon the execution and entry into force of the contract; the bid bonds (principal amounts) of unsuccessful bidders shall be refunded without interest after the tenderer has determined the successful bidder.
The bid bond is one of the constituent parts of the bidding documents; failure to submit the bid bond as required shall be deemed a non-response to the tender documents. In any of the following circumstances, the bid bond shall not be refunded:
A. The bidder withdraws its tender document within the prescribed tender validity period.
B. The successful bidder fails to enter into a contract with the tendering entity.
C. Bidder’s breach of contract.
D. Abandoning the bid after winning the contract.
10. Installation and Delivery Period:
The delivery period shall commence upon receipt of the Notice of Award.
11. Principal Contract Terms:
A 30% prepayment shall be made; the remaining 30% shall be paid upon completion of Factory Acceptance Testing (FAT) prior to shipment; another 30% shall be paid upon installation and acceptance; and 10% shall be retained as a quality guarantee deposit, to be paid in full one year after the expiration of the warranty period. The warranty for the equipment shall be two years. Upon payment of the acceptance balance, Party B shall issue a full-amount VAT invoice at a rate of 13%.
12. Clarification, amendment, or supplement to the tender documents:
Bidders shall carefully review the tender documents and, if they have any questions, shall submit requests for clarification to the tenderer prior to the prescribed bid submission deadline; any clarifications, amendments, or supplements shall form an integral part of the tender documents.
13. Time, venue, and requirements for bid opening:
Bid opening time: To be announced separately
Bid Opening Location: Xingye Street, Shijiazhuang Economic and Technological Development Zone
Attendees: Bidders shall dispatch technical personnel to attend the tendering meeting.
14. Additional Explanation:
Bidders shall arrive at the bidding venue on time; otherwise, they shall be deemed to have voluntarily withdrawn their bids.
Bidders shall not, in any form, offer bribes to any relevant personnel of the procuring entity; upon verification, their bidding qualifications shall be revoked.
