Project Name: Environmental Impact Report for the High-End Active Pharmaceutical Ingredients, Pharmaceutical Intermediates, and Supporting Facilities Construction Project
Note: These seven projects will be subject to separate acceptance inspections. Based on the progress of the pollutant discharge permit application, Party A shall submit the acceptance request, and Party B shall complete the inspection within one month. Payment for each completed project will be made upon acceptance, with no advance payment required. The quoted price includes all costs associated with compliant acceptance; therefore, please provide a carefully considered quotation, as Party A will not incur any additional expenses.
This tender covers the full range of services for the environmental protection acceptance inspection of the construction project, with the following main scope of work:
(1) Technical services and consulting for environmental protection acceptance of construction projects;
(2) Environmental protection acceptance monitoring for construction projects, including scheme design, sampling, testing, and report preparation;
(3) Obtain expert opinions;
(4) Public announcement online;
(5) Filing in the National Information System for Environmental Protection Acceptance of Completed Construction Projects;
(6) Report preparation and labor costs, etc.
3. Bidder Qualification Requirements: Possess independent legal personality, with a complete and valid business license, qualification accreditation certificate, and other relevant credentials.
4. Payment Terms and Key Contract Provisions:
(1) Party B shall be responsible for its monitoring plan and acceptance report, ensuring that the acceptance results, following expert review, comply with the regulatory requirements of the local Environmental Protection Bureau. If such results fail to meet the relevant national laws, regulations, and technical standards, Party B shall revise the monitoring plan and acceptance report, with any additional costs incurred during this process borne by Party B; Party A shall not make any further payments in this regard.
Party B shall be responsible for monitoring pollution sources during the acceptance period. If Party B lacks the necessary monitoring capabilities, it may entrust another qualified monitoring company to carry out the monitoring, with the associated costs borne by Party B.
If Party B fails to perform the work stipulated in the tender documents, resulting in Party A’s inability to complete the acceptance inspection of the construction project on schedule, the parties shall terminate the contract, and Party B shall pay 10% of the total contract value to Party A as liquidated damages.
(2) Special value-added tax invoices shall be issued; no advance payment shall be made. The applicable tax rate shall be determined at the bid opening. Upon completion and acceptance of each construction project, the corresponding project fee shall be paid in full.
5. Bid Bond
Upon the determination of the winning bidder for each lot, the winning bidder shall remit a performance bond of RMB 5,000 to the corresponding collection account for that lot. The performance bond shall be refunded upon completion and acceptance of all construction projects under each lot.
(1) Lot 1:
Make a corporate-to-corporate transfer to the Siyao account; upon completion of acceptance, the Siyao project manager will refund the performance bond.

If the successful bidder falls under any of the following circumstances, the performance bond shall be forfeited as liquidated damages for failure to perform the awarded project and shall not be refunded to our company:
(1) After winning the bid, the bidding entity is unable to enter into a contract with our company due to its own reasons.
(2) After the contract is signed, Party B is unable to perform the terms of the tender (contract) and cannot complete the work stipulated in the contract.
6. Standards for Determination
The principle of awarding the contract to the lowest total bid price shall be followed. Each quotation shall state the total price in units of RMB 10,000, rounded to one decimal place. The winning bidder shall independently calculate the unit prices for the seven items and attach the calculation results as an appendix to the contract. The quotation shall be inclusive of tax, with the applicable tax rate clearly stated.
7. Other
During on-site sampling at Party A’s premises, all personnel must comply with Party A’s safety management rules and regulations. All external visitors entering the plant area must be covered by accident insurance; otherwise, they will not be permitted to enter the facility to perform work.
During the sampling period, if any special operations such as working at heights are involved, a safety agreement must be signed with the relevant Client company, and a safety public deposit of RMB 5,000 must be paid.
Specific requirements shall be subject to the arrangements of Party A’s on-site supervisor.
8. Tendering Time and Method
