Shijiazhuang Sihua Pharmaceutical Co., Ltd. is now conducting a tender for logistics and transportation services for the sale of pharmaceutical products, including large-volume parenteral solutions, aqueous injections, tablets, capsules, and other dosage forms. Relevant details of the logistics tender are hereby announced. We cordially invite qualified logistics service providers—with preference given to those operating large, in-house vehicle fleets—to submit bids. We look forward to establishing long-term partnerships that deliver mutual benefits.

Our company reserves the right to adjust the tendering procedures and content in accordance with its actual business needs, and bidding companies will serve as an important reference for any future tendering projects that may be initiated by our company. Prior to the formal execution of the contract, no provision in the documents shall constitute any commitment or warranty on the part of our company.

I. Tender Project:

Full-truckload and less-than-truckload road transportation from Shijiazhuang to destinations across the country, as well as rail, ocean, and small-batch LTL transportation.

II. Project Overview:

1. Modes of transportation: road transport, rail transport, and sea transport.

2. Transportation Period: March 16, 2025 – December 31, 2025.

3. Transportation Route: Designated route transportation, capable of serving one or more provinces.

4. Scope of Transportation: Pharmaceuticals (large-volume parenterals, aqueous injections, tablets, and capsules).

5. Project Overview:

Note: The specific contract sections and requirements shall be subject to the tender documents.

6. Vehicle Requirements: Vehicles used for the transportation of general cargo must possess valid operating permits, comply with pharmaceutical loading requirements, be dispatched promptly, and show no signs of damage, deformation, or contamination. Full cargo insurance coverage is required, with preference given to China VI-compliant vehicles.

III. Bidder Qualification Requirements:

1. Registered capital shall be no less than RMB 2 million.

2. Possess the capacity to independently assume civil liability and hold the relevant qualifications for transportation operations.

3. Possess demonstrable track record in pharmaceutical logistics of a certain scale.

4. Sound financial condition and ample liquidity.

5. Comply with all applicable national laws and regulations, maintain a strong reputation and high business ethics, and have no record of bribery, tax evasion or fraud, nor any major economic disputes or smuggling offenses.

6. Should a bidder have previously engaged in violations, disputes, or maintained an adverse record during participation in our company’s tenders or the performance of transportation contracts, or be unable to fulfill transportation obligations due to its own reasons, our company reserves the right to disqualify such bidder from participating in this tender.

7. Pay taxes in accordance with the law.

IV. Registration Details:

1. Registration deadline: 5:30 PM on March 11, 2025.

2. Registration Channels: This project accepts both on-site and email registrations. Interested bidders must complete the registration form and submit the required application materials to 41250966@qq.com by 17:30 on March 11, 2025.

V. Obtaining Tender Documents:

1. Qualification Review: The tendering entity will conduct a qualification review based on the materials submitted by logistics enterprises and notify those that meet the requirements to obtain the tender documents (free of charge) so they may participate in subsequent bidding activities.

2. Payment of Bid Bond: Upon passing the qualification review, bidding entities shall remit a bid bond of RMB 50,000 via bank transfer.

3. Submission Deadline for Bids: Logistics enterprises that have obtained the tender documents (free of charge) and meet the eligibility requirements shall submit their bids within three business days, either by mail or in person, in triplicate (one original and two copies), all duly sealed. The bid package must be submitted in both hard copy and electronic format—specifically, an Excel file stored on a USB drive. All paper-based documents must bear a cross-stitch seal along the spine. For detailed requirements regarding the composition of the bid package, please refer to the tender documents provided by the tendering entity.

VI. Bid Opening Requirements:

1. The tendering entity’s tender evaluation committee shall conduct bid evaluation, deliberation, and award decision-making, and determine the shortlisted logistics providers as well as the final winning logistics provider.

2. Notification of the winning bid result: within three business days after the evaluation is completed.

3. Method of Announcement of Winning Bid: The tendering entity shall notify the winning logistics company by way of a Notice of Award.

4. Upon award of the contract, the performance bond shall be set at a minimum of RMB 100,000 (subject to the terms of the awarded contract). If the winning bidder withdraws after being awarded the contract or fails to execute the contractual procedures within the agreed time limit following issuance of the notice of award, the procuring entity shall have the right to unilaterally terminate the cooperative relationship; such termination shall take legal effect upon delivery of the notice of termination to the winning bidder, without refund of the bid bond, and the procuring entity may re-tender the project. During the term of the cooperation, if the winning bidder commits a breach of contract or fails to meet the requirements of the tendering and bidding process, the procuring entity shall have the right to terminate the cooperative relationship and withhold the performance bond.

5. Upon winning the bid, the successful bidder shall enter into an annual contract and shall strictly comply with the relevant contractual provisions throughout the term of the cooperation. The tendering entity may, at its discretion, select the successful bidder or another transportation provider, and it makes no commitments whatsoever regarding the volume of cooperation.

6. Return of the Bid Bond: Within seven (7) business days after the winning bidder is determined, the bid bond shall be refunded without interest to the original remittance account. (If it is discovered that a bidder has engaged in bid-rigging, price-fixing, deliberately submitting abnormally low bids, or failing to perform the contract after winning the bid—i.e., other forms of malicious bidding behavior—and such conduct is verified, the bid bond will not be refunded.)

7. The tender shall be declared void if any of the following circumstances occurs:

(1) Illegal or non-compliant conduct that undermines the fairness of the tendering process.

(2) All bid prices submitted by the bidding entities exceed the procuring entity’s budgeted price.

(3) Where the tendering task is canceled due to a major unforeseen event.
