Article 1: Project Overview
1. Tender Project: Purification Installation Works for the Digital Production Line Construction Project of Special Oral Preparations at Shijiazhuang Sihua Pharmaceutical
2. Project Location: 2nd Floor, Workshop 106, No. 518 Huai’an East Road, Shijiazhuang High-tech Industrial Development Zone
3. Scope of Tender: Purification and interior fit-out works for a digital production line for specialty oral dosage forms, covering color-coated steel panel enclosure, ventilation and air-conditioning systems, smoke exhaust systems, electrical lighting, equipment installation, cleanroom testing, and validation documentation, among other scope items.
4. This project is subject to public tendering.
Article 2: Bid Bond
A bid bond of RMB 100,000 (one hundred thousand yuan) shall be paid into the following account:

Article 3: Bidder Requirements
Qualification Requirements: Bidders for this tender must hold a Grade III General Contracting License for Mechanical and Electrical Installation Engineering or a Grade III Specialized Contracting License for Architectural Mechanical and Electrical Installation Engineering, both issued by the competent construction administrative authority, and must possess adequate construction capabilities in terms of personnel, equipment, and financial resources. In addition, bidders must hold a valid Safety Production License, and the proposed project manager must hold a Grade II or higher Registered Construction Engineer qualification in mechanical and electrical installation engineering and a valid Certificate of Competence in Safety Production Assessment. For any work involving pressure pipelines, bidders must also hold the corresponding installation qualifications and comply with all relevant filing and inspection procedures.
This project does not permit consortium bids.

Article 4: Principal Contract Terms
Place of Contract Execution: No. 518 Huai’an East Road, Shijiazhuang Sihua Pharmaceutical Co., Ltd.
Payment Terms: Payment for this project shall be made by acceptance draft. Upon arrival of the galvanized ductwork materials, 20% of the contract price shall be paid; upon completion of all installation works, 60% of the contract price shall be paid; upon successful acceptance (with甲方’s verification work either completed or, if甲方’s reasons prevent such verification, no later than six months after acceptance), 80% of the contract price shall be paid; upon completion of the final account audit, 90% of the audited final amount shall be paid; the remaining 10% retention shall be paid in equal annual installments of 5% over a two-year period, commencing from the date of successful acceptance and provided there are no quality issues during that period.
Final Settlement: This project is a lump-sum contract with fixed scope as specified in the drawings; the total contract price is fixed and final. Should engineering changes arise due to reasons attributable to Party A, the quantity of such changed works shall be calculated based on the drawing revisions confirmed in writing by Party A.
Article 5: The bidding documents shall include, but not be limited to,
1. The bidder’s business license, qualification documents, and the bidder’s power of attorney.
2. Brief overview of the company, including recent performance.
3. The tender document shall include the construction organization plan and the quotation list.
4. The quotation must specify the scope of work, materials used, country of origin, brand, and construction schedule. The unit price is a lump-sum rate that covers materials, installation, freight, taxes, labor, and auxiliary materials.
5. Project Duration: Within (90) days after the contract comes into effect.
6. Validity of Quotation: The quotation shall be valid for (30) days following the submission of the bid.
7. After-sales service and commitments.
8. Bidding Documents: One original and three copies. The bidder’s power of attorney and the commercial quotation section must be affixed with the official seal for confirmation.
Article 5: Bidding Precautions:
1. Safety Responsibilities: In strict accordance with the relevant laws, regulations, and provisions of the State and Hebei Province on labor protection and work safety, a dedicated person shall be assigned to oversee safety matters. The contractor shall be responsible for all safety protection measures within the scope of construction and shall bear all safety liabilities arising therefrom.
2. Ensure effective management of the construction site and pay the waste disposal fee.
3. This project shall be subject to the “Three Guarantees” quality assurance system, with a warranty period of two years.
4. The drawings provided by our company shall be strictly kept confidential and may not be disclosed to any other organization or individual.
5. Bid opening date: March 25, 2025.
