1. Detection location and number of measurement points
(1) Shijiazhuang Sihua Pharmaceutical Co., Ltd.

Number of testing sites: Approximately 3,701 testing sites in total across the four quarters.

Number of testing points: An additional 303 API production workshops were added compared with 2024, bringing the total number of testing points in 2024 to 13,777.
Note: The number of measurement points for the above two companies shall be determined based on on-site measurements. Bidding companies may dispatch technical personnel to the enterprise’s site to verify and confirm the number of measurement points.
All testing stations for Guolong and Siyao are located in explosion-proof zones. Strict adherence to safe operating procedures for both equipment and personnel is required; non-explosion-proof equipment is prohibited, and personnel are not allowed to carry fireworks, smoking materials, or other flammable and explosive items. All operations must comply with Party A’s safety management protocols.
2. Service Period
Testing will be conducted over four quarters, from the second quarter of 2025 to the first quarter of 2026. The specific testing dates for each quarter will be determined based on the company’s production schedule.
3. Service Content:
Establishing archives, conducting on-site inspections, preparing reports, and completing and maintaining entries on LDAR-related web platforms, among other tasks.
4. Quotation Method:
The bidding company shall quote the inspection fee for a single site only. Party A (the tendering party) shall accept only the special value-added tax invoice issued by Party B (the bidding party). The bid price submitted by the bidder shall be inclusive of tax, with the tax rate clearly specified, expressed in yuan and rounded to one decimal place at most.
5. Payment and Contract Signing:
No upfront payment is required. Upon completion of the six-month service period, the total number of actual detection points will be tallied and the full six-month service fee will be calculated and paid based on the unit price. The same procedure applies to payment for the second six-month period. Note: Repeatedly tested leak points are also counted as actual detection points and are cumulatively included in the total number of actual detection points.
Service fees are calculated based on the unit price and the number of sampling points. The service scope covers all equipment and pipelines through which volatile organic compounds pass, and the record-keeping must include every sampling point within the designated area without omission. Testing shall be conducted in accordance with the enterprise’s production conditions, and no sampling points may be missed.
6. Bidder Qualification Requirements:
Possessing independent legal personality, with a complete and valid business license, qualification accreditation certificate, and other relevant credentials.
7. Bid Bond
Upon confirmation of the winning bidder, the winning bidder shall remit a performance bond of RMB 5,000 to the beneficiary’s bank account.

The remark shall read “Leak Detection Performance Bond.” Upon execution of the Service Contract by both parties and in the absence of any objection from either party, our company will refund the full amount of the bid bond upon the first payment. The performance bond shall be refunded by Li Yuan, the contact person for Sihao Pharmaceutical Testing.
In the event that the successful bidder falls under any of the following circumstances, the performance bond shall be forfeited and treated as liquidated damages for failure to perform the awarded project, and shall not be refunded to our company:
(1) After winning the bid, the bidding entity is unable to enter into a contract with our company due to its own reasons.
(2) After the contract is signed, Party B is unable to perform the terms of the tender (contract) and cannot complete the work stipulated in the contract.
8. Standards for Determination
(1) The tendering party shall distribute quotation forms at the bidding venue. Bidders shall complete the forms in clear, legible handwriting and without any alterations. Any errors in the tendering party’s evaluation resulting from illegible or unclear handwriting shall be the sole responsibility of the bidder.
(2) On-site bidding is conducted in 3–4 rounds, with each round’s bids kept confidential and not disclosed. After the tally for each round is completed, the company submitting the highest bid is eliminated and is no longer required to participate in subsequent rounds; the remaining companies continue bidding, and the lowest final bid wins the contract.
Note: Sihao Pharmaceutical and Guolong each have distinct locations, service points, and contract durations; however, the bidder’s quotation shall apply to both companies. The lowest-priced bid will be awarded, with only one winning bidder. The winning bidder will enter into separate service contracts with Sihao Pharmaceutical and Guolong and shall fulfill the contractual requirements.
9. Other
During on-site sampling at Party A’s premises, all personnel must comply with Party A’s safety management regulations and policies. All external visitors entering the plant area must be covered by either commercial liability insurance or accident insurance with a coverage limit of no less than RMB 1.2 million; otherwise, they will not be permitted to enter the plant for work.
During the inspection period, you may be required to sign a security agreement with the relevant Client company and to pay a security deposit of RMB 5,000. The specific requirements shall be subject to the arrangements made by the Project Manager.
10. Tendering Time and Method
Tendering time: 2:30 p.m. on March 28. Any changes will be announced separately.
