4. Procurement Type and Quantity: Hardware: includes 7 servers, switching equipment, and other ancillary materials; Software: VMware-branded software licenses that meet virtualization hardware standards.

5. Bidding Method: Invitational bidding; the tendering entity will conduct internal deliberation and decision-making on the bid. Once the contract is signed, neither the quantities listed in the bill of quantities nor the unit prices shall be subject to adjustment.

6. Quality Standards and Requirements: All submitted products must be genuine (verifiable on the official websites of the software and hardware manufacturers). Should any pirated or non-compliant products be discovered, the performance bond will not be refunded, and the bidder’s qualification as the successful supplier will be revoked.

7. Payment Terms and Warranty: The software is licensed for one year, and the hardware is covered by a three-year warranty. Upon execution of the contract, 30% of the total contract value shall be paid upon delivery of the goods (following Party A’s verification of the compliance of the delivered goods); 60% shall be paid upon completion of implementation and successful acceptance; and the remaining 10% shall be paid in full by the procuring party within 10 days after one year from the date of successful acceptance, provided no quality issues arise during that period. Payment shall be made via bank acceptance bills.

8. Bid Bond: RMB 50,000, which must be received in the account by 5:00 p.m. on April 9, 2025. When making the remittance, please indicate “Bid Bond for the Four-Drug Virtualization Project + Information Management Center” in the remittance remarks. On the day of bid opening, bidders shall bring the remittance confirmation. Upon completion of the tendering process, if a bidder is awarded the contract, the bid bond will be converted into a performance bond and refunded together with the first payment; if the bidder is not awarded the contract, the bid bond will be refunded within seven working days after the conclusion of the tender. During the validity period of the bid, bidders may not withdraw their bid documents; otherwise, they shall be deemed to have voluntarily forfeited their bidding qualification, and their bid documents shall be invalidated. If a bidder who has already been determined as the successful bidder withdraws its bid documents, its winning qualification shall be revoked, and the bid bond shall be forfeited. In the event that a bidder engages in fraudulent or false bidding or other unlawful acts during the tendering process, the tendering authority shall confiscate the bid bond.
