1. Project Overview:
Currently, the power supply system for the data center server room at our institute’s research center is supported by a single UPS power source and a single utility power source, ensuring the normal operation of business systems and network equipment. However, due to the prolonged service life of the UPS system, frequent failures are highly likely to occur during switching operations and routine charge–discharge tests, leading to outages of data center equipment. Moreover, as most of the servers in the research center are virtualized, any power supply issue can easily result in data loss, thereby failing to provide stable power support for business systems and network equipment and disrupting normal business operations. Therefore, our department recommends upgrading the UPS power supply system in the data center server room by integrating the existing UPS infrastructure with newly installed UPS units to establish a highly fault-tolerant 2N UPS power architecture. This will ensure reliable power delivery to business systems and network equipment, maintain stable operation of the institute’s data center systems and network infrastructure, provide sufficient time for server maintenance and operations under extreme conditions, and safeguard data integrity.
2. Tender Requirements
The bidder shall have independent legal personality and possess the relevant qualifications for this project.
The bidder shall possess robust localized service capabilities.
The bidder shall, at the time of submission of the bid, provide copies of its business license and relevant qualifications, as well as authorization from the original manufacturer or project-specific authorization.
In this project, Party A will only provide the grid power interface to the data center; all other requirements will be provided by the winning bidder.
        To ensure the electrical safety of data center equipment, UPS systems and battery packs will be sourced from leading domestic brands, with Kehua, KSTAR, and Easun selected as the preferred options. For ease of service and management, the battery pack and the UPS host are required to be from the same brand. The UPS host, with a capacity of 30 kVA, will feature a 380 V input and a 380 V output configuration.
⑵ To facilitate the operation of the UPS power supply’s input and output, the utility power input and output shall be matched with corresponding distribution units (one set each). The output must be equipped with both main and branch circuit control, with 10 branch circuits. The distribution units shall use components from well-known brands and include surge protectors, multifunction meters, current transformers, and other equipment.
⑶ The newly installed UPS system must provide a bypass function to ensure that subsequent UPS maintenance and operations will not affect equipment operation.
⑷ Install one 8-port PDU from a leading brand in each equipment network cabinet, for a total of 12 sets.
⑸ The battery pack and other newly installed equipment shall be supported by angle steel or channel steel brackets installed beneath the corresponding cabinets.
⑹ The UPS power supply input shall be provided by our party to the location designated by the Center, while the output cables shall be supplied by the vendor. Power shall be drawn from the location specified by our party, and Party B shall provide a circuit breaker of the same brand for the input distribution room.
⑺ The UPS power supply shall provide a standard interface for integration with the environmental monitoring system.
⑻ All equipment and auxiliary materials required under this item must be guaranteed to be genuine.
⑼ The total supply and construction period is 10 days.

4. Implementation Plan
        The research institute’s data center currently houses a single UPS system that has been in service for an extended period. To ensure reliable power supply to the data center equipment and safeguard data integrity, it is planned to install an additional 30 kVA UPS unit at the entrance on the exterior side of the data center, with a custom-designed distribution cabinet positioned immediately outside the UPS distribution module. The newly installed distribution module will distribute the UPS output to individual network cabinets, providing voltage regulation and uninterrupted power to the connected equipment while extending the duration of backup power.

6. Detailed Implementation Rules
UPS Power Supply Implementation Plan for the Research Institute Data Center Server Room:
⑴ A YJV 4×16 mm² power cable (length ≥ 38 m, per this standard) is routed from the power distribution room to the distribution cabinet.
⑵ Install the new UPS power system.
⑶ PDU installation and connection to the power distribution unit.
⑷ Test the new UPS power system; after confirming normal operation, switch the power supply for dual-power equipment.
⑸ Upon completion of equipment installation, perform integrated commissioning of the UPS system and conduct a power-off test of the UPS.
⑹ UPS system integration with the environmental monitoring system.
7. After-Sales Service
All products subject to this tender must be accompanied by a three-year warranty.
Provide equipment inspection services four times per year for three consecutive years;
24/7 service throughout the year, with on-site response time for critical incidents no more than 2 hours.
8. Payment Method
Upon successful completion and acceptance of the project, 90% of the total contract price shall be paid; the remaining 10% shall be held as a retention fund and paid by Party A within 10 days after one year from the date of acceptance, provided no quality issues arise during that period. The default payment method shall be a banker’s acceptance bill.
