Bidding Method: Invitational Bidding
In accordance with Order No. 28 of the State Environmental Protection Administration, the Measures for the Administration of Automatic Monitoring of Pollution Sources, and the relevant requirements issued by the Shijiazhuang Municipal Ecology Bureau of Hebei Province, in order to ensure the long-term stable operation of the online monitoring system, effectively monitor the status of pollution sources, better achieve environmental protection objectives, and carry out wastewater online monitoring work properly.
I. Project Scope:
1. Shijiazhuang Sihua Pharmaceutical Co., Ltd., Development Zone Branch
Currently available are the Bilang online COD monitor, Bilang online ammonia-nitrogen analyzer, Rui’ao data acquisition and transmission unit, Derun water-quality sampler, Shangtai pH meter, Beijing Jiubo Shengdi flow meter, and dynamic monitoring and control equipment operation and maintenance services provided by Rui’ao.
2. The R&D Center of Shijiazhuang Sihua Pharmaceutical Co., Ltd. is currently equipped with Bilang online COD monitors, Bilang online ammonia-nitrogen analyzers, Derun data acquisition and transmission units, Gracepool water-quality samplers, Shangtai pH meters, Beijing Jiubo flow meters, and dynamic monitoring and control equipment maintenance services provided by Jiazheng.
3. Shijiazhuang Sihua Pharmaceutical Co., Ltd. currently operates the WQ1000 online ammonia-nitrogen water-quality analyzer manufactured by Shenzhen Zhengqi Environmental Technology Co., Ltd., the WQ1000 online chemical oxygen demand water-quality analyzer also from Shenzhen Zhengqi Environmental Technology Co., Ltd., the Rui’ao data acquisition and transmission unit, the DR-803K automatic water-quality sampler produced by Hebei Derun Houtian Technology Co., Ltd., the Shangtai pH meter, the Beijing Jiubo flowmeter, and the dynamic monitoring and control equipment maintenance services provided by Rui’ao.
II. Tender Requirements:
1. Payment Terms: Upon completion of the Operation Period, Party B shall issue a full-amount special value-added tax invoice, and Party A shall pay the full contract amount for operation fees upon receipt of such invoice via telegraphic transfer.
2. Responsible for equipment inspection, calibration, maintenance, and record-keeping to ensure normal equipment operation.
3. Includes spare parts: The quotation covers accessory costs up to RMB 5,000.
4. Equipment Operation and Maintenance Service Hours:

5. Bidder Qualifications: The bidder shall be a legally independent entity with a valid business license, qualification accreditation certificate, and other requisite qualification documents.
6. Bidding Quotations and Award Criteria: Bidders shall submit a single total price for all three plant sites; the lowest-priced bid shall be awarded the contract. The successful bidder shall prepare detailed breakdowns and enter into separate contracts with each of the three plant sites. All quotations shall be denominated in Chinese yuan and inclusive of taxes; bidders are required to specify the applicable tax rate on the quotation form.

III. Composition of the Bid Document
The tender document consists of two parts: commercial and technical.
The technical section shall include:
1. Project Scope:
1.1 Upload on-site data and information in accordance with relevant technical specifications.
1.2 Perform daily maintenance, routine servicing, fault diagnosis and repair, and component replacement for all on-site monitoring systems to ensure that equipment remains in good condition and operates normally.
1.3 Supply and replacement of all on-site monitoring systems, consumables, and maintenance spare parts.
1.4 Establish all operation and maintenance records for on-site monitoring systems, and submit relevant data and reports to the environmental protection authorities as required.
1.4 Bidders shall submit a system handover plan for the event that no subsequent operation and maintenance service contract is entered into upon expiration of the system’s operational period. Such handover procedures shall include, but are not limited to, equipment, technical documentation, operation and maintenance records, and equipment files.
2. Technical and Service Requirements
2.1 The operations and maintenance organization shall assume full responsibility for the daily maintenance, repair, calibration, and operation of monitoring facilities, as well as for the procurement and replacement of consumables and spare parts for instruments and equipment, to ensure the normal operation of the monitored facilities under its management and the timely, accurate, and reliable reporting of data.
2.2 Minimum Requirements for Equipment Operation and Maintenance:
(1) Ensure the operational availability of the automated monitoring facilities under operation and maintenance: ≥98%;
(2) Ensure the online rate of the automated monitoring facilities under operation and maintenance is ≥98%;
(3) Ensure an effective data transmission rate of ≥98%;
(4) Response rate for abnormal situations: 100%;
(5) The total number of measurement hours for automated continuous monitoring of wastewater pollution sources shall be no less than 75% of the total operating time of the production facilities; the duration of each hourly measurement shall be no less than 45 minutes.
(6) Integrity of O&M Records: Establish a comprehensive technical O&M dossier that captures the complete historical record of the online monitoring system, including its operation, maintenance, shutdowns, performance verification, and sample comparison data, in order to accurately assess the operational status of each individual device within the system.
2.3 Troubleshooting and Contingency Plans.
(1) Online monitoring instruments shall be maintained in accordance with national standards. In the event of a malfunction or upon receipt of a fault notification from the enterprise, personnel must arrive on site within 2 hours during daytime and within 3 hours at night to carry out repairs. The time required to resolve typical faults shall not exceed 24 hours, and the outcome of the repair shall be promptly communicated to the enterprise. For instrument malfunctions that are difficult to diagnose and repair, if the fault cannot be resolved within 48 hours, the operator shall provide and install a backup instrument, which shall be used and maintained without additional charge; all costs associated with the repair or replacement of components for the backup instrument shall be borne by the operator. Any abnormal data generated during the period of instrument malfunction and repair shall be supported by relevant documentation provided by the operator to assist the enterprise in handling such data. Following repair, prior to resuming normal operation, it must be ensured that all repair work has been fully completed, that the instrument’s performance has passed the prescribed testing procedures, and that a calibration inspection is conducted in accordance with applicable national technical regulations. If the instrument has been replaced, the enterprise must submit an application to the environmental protection authority, and prior to resuming normal operation, a verification and comparative test must be performed on the new instrument.
(2) Respond to and handle abnormal condition notification forms issued by the environmental protection authorities, achieving an abnormal condition response rate of 95% or higher.
(3) A full stock of all consumables and critical components required for daily operation and maintenance is maintained at all times to ensure that maintenance and replacement can be carried out promptly as needed.
The commercial section shall include: the tender quotation, payment terms, tender validity period, service commitments, liability for breach of contract, company performance records, and documentation verifying the bidder’s qualifications, among other items.
IV. Bid Bond:
Amount to be paid: RMB 5,000 in cash.
Return of Bid Bonds: The bid bond (principal amount) of the successful bidder shall be converted into a performance bond and refunded upon the first payment. The bid bonds of unsuccessful bidders shall be refunded on the spot.
The bid bond is one of the components of the bidding documents; failure to submit the bid bond as required shall be deemed a non-response to the tender documents. In any of the following circumstances, the bid bond shall not be refunded:
A. The bidder withdraws its tender document within the prescribed tender validity period.
B. The successful bidder fails to enter into a contract with the tendering entity.
C. Bidder’s breach of contract.
